This partnership will present Algerian companies in general and the small and medium-sized enterprise sector in particular faces strong competition from foreign companies particularly those in Europe and so that they can face this global competition which continues to increase, Algerian companies must therefore improve their managerial systems, promote and upgrade their human resources and optimize their economic environment. To do this a Rehabilitation and upgrading are necessary to improve their competitiveness on an international scale. In this context, the foreign partnership constitutes an important opportunity for the promotion and implementation level of Algerian SMEs given the numerous privileges that it provides more particularly in the sector of transfer of skills and experiences it also represents an appropriate solution to several problems in that it allows access to new technology and sources of financing and it is also a important factor in penetrating international markets. To answer the problem of our research, we rely on descriptive approaches and analytical.
