المحلة العسكرية في بايلك الشرق الجزائري بين الكتابات المحلية والأجنبية –دراسة مقارنة-

Abstract

Summary The eastern Algerian bailik is one of the most important bailiks during the Ottoman era, as it is the largest of them in terms of area, in addition to its richness in wealth, and this contributed to the concentration of the Ottomans in it largely to subjugate the tribes under the ruling authority. The mahalla played an effective role in this process, and the latter was called by many meanings, such as the mobile army inside the country or the soldiers traveling in the countryside with the help of military teams such as the Yoldash, Zawawa, and the Makhzen forces, The Mahalla was collecting taxes of all kinds, which were innumerable to secure the state treasury and in most cases were taken arbitrarily and suppressed the revolts resulting from the collection of these taxes, all this contributed to directing many attention to it, including local writings, especially Saleh al-Antari and Ibn al-Attar, and foreign writings, including Ogan Feissat, especially Bessonal, who exploited the role of the Mahalla to collect taxes in settling the Ottoman rule in Algeria, However, this does not deny the important role of the Mahalla in the lands of the Bailik, as it kept it in the hands of the Ottoman authority for three centuries, despite the occurrence of rebellions and revolts that almost overthrew the Ottoman rule. ------------------------------ ملخص : يعد بايلك الشرق الجزائري أحد أهم البايليك أثناء العهد العثماني كونه الأكبر منهم مساحه اضافة الى غنائه بالثروات, وهذا ما ساهم في تمركز العثمانيين فيه بصفة كبيرة لإخضاع القبائل الواقعة لسلطة الحاكمة. ولعبت في هذا المحلة الدور الفعال وقد أطلق على هذه الأخيرة العديد من المعاني كالجيش المتحرك داخل البلاد او الجند المتنقل في الريف بمساعدة فرق عسكرية كاليولداش و الزواوة وقوات المخزن, كانت المحلة بالارياف البايلك تقوم بجباية الضرائب على اختلاف أنواعها التي كانت لا تعد ولا تحصى لتأمين خزينة الدولة وفي أغلب الأحيان تؤخذ بطريقة تعسفية وإخماد الثورات الناجمة عن جباية هذه الضرائب كل هذا ساهم في توجيه العديد من الأنظار حولها ومنها الكتابات المحلية خاصه صالح العنتري وابن العطار والكتابات الاجنبيه نذكر منهم اوجان فايسات خاصة وبيسونال واستغل هؤلاء دور المحلة لجباية الضرائب في تسوية الحكم العثماني بالجزائر, غير أن هذا لا ينفي الدور الهام للمحلة في أراضي البايلك فقد جعلته بيد سلطة العثمانية طيلة 3 قرون رغم حدوث تمردات وثورات كادت أن تطيح بالحكم العثماني. -------------------------- Résumé du mémoire Le bailliage de l'Est algérien est l'un des baillis les plus importants de l'époque ottomane, car il est le plus vaste en termes de superficie, en plus de sa richesse, ce qui a contribué à la concentration des Ottomans dans ce bailliage, en grande partie pour soumettre les tribus à l'autorité régnante. Le mahalla a joué un rôle efficace dans ce processus, et ce dernier a été appelé par de nombreuses significations, telles que l'armée mobile à l'intérieur du pays ou les soldats voyageant dans la campagne avec l'aide d'équipes militaires telles que les Yoldash, Zawawa, et les forces du Makhzen, Le mahalla collectait des impôts de toutes sortes, qui étaient innombrables pour sécuriser le trésor de l'État et dans la plupart des cas ont été prises arbitrairement et réprimer les révoltes résultant de la collecte de ces impôts, tout cela a contribué à diriger beaucoup d'attention vers elle, Les écrits locaux, notamment Saleh al-Antari et Ibn al-Attar, et les écrits étrangers, notamment Ogan Feissat, en particulier Bessonal, ont exploité le rôle de la Mahalla pour collecter les impôts dans l'établissement de la domination ottomane en Algérie. Cependant, cela ne nie pas le rôle important de la Mahalla dans les terres du Bailik, car elle les a maintenues entre les mains de l'autorité ottomane pendant trois siècles, malgré l'apparition de rébellions et de révoltes qui ont failli renverser la domination ottomane.
