Abstract

Study summary This studyaimed to identify the communication barriers to the communitypartnershipbetween the local administration and the associations, by examining the communication obstacles thatprevent the embodiment of the communitypartnershipbetween the municipality and the associations. Based on a fieldstudyconducted in the municipality of Souk Ahras, and the local associations active in the state. And in an attempt to answer the following central question: What are the communication obstacles to the communitypartnershipbetween the municipality of Souk Ahras and the active local associations? Whichresulted in threesub-questions: - What are the organizational obstacles to the levels of communitypartnershipbetween the municipality of Souk Ahras and the active local associations? 2- What are the personal obstacles to the levels of communitypartnershipbetween the municipality of Souk Ahras and the active local associations? 3- What are the material obstacles to the levels of communitypartnershipbetween the municipality of Souk Ahras and the active local associations? The studywasbased on a number of theoreticalapproaches as a basic entry point for the theoreticalframework, as itwasbased on twoapproaches: the participatoryapproach, and the systemicapproach, whichconsiders the institution as an open format to the externalenvironment. As for the methodologicalstepsused, the studywasbased on the factthatitfallswithin the descriptive studies on the comprehensive social surveymethodology for all active local associations in the state of Souk Ahras. For all local associations active in the state, estimatedat 83, and itrelied on simple observation as a secondarytool. The studyconcluded a number of results, mostnotably: The existence of communication obstacles that stand in the way of communitypartnershipbetween the municipality of Souk Ahras and the active local associations, represented in: Regulatoryobstacles: • The municipality'slack of keenness to provide the associations with the necessary information about issues and social affairsappeared in the media • The lack of clarity of the instructions provided to the associations by the municipalityappearedat the level of the media. • The communication pattern mostused by the municipalityis the directive pattern (instructions and orders) thatappearedat the media level. • The municipality'slack of keenness to cooperatewith the associations in the formulation of programs and the costs of theirimplementationappearedat the level of cooperation. • The municipality'sfailure to grant the associations sufficientflexibility to actwhileperformingtheirdutiesemergedat the level of empowerment. • The municipality'sfailure to grant associations independence in implementingdecisionsrelated to communitypartnership, and theirfailure to grantthemaccess to decisionmakersemergedat the level of empowerment. Personalobstacles: • The municipality'slack of interest in consulting and exchanging opinions with the associations emergedat the level of consultation. • The municipality'slack of keenness to listen to the associations' concerns and problemsemergedat the level of consultation. • The municipality'slack of keenness to involve associations in local decision-makingappearedat the level of decision-making • The municipality'sfailure to permanentlyactivate the decisionstakenregarding the partnershipappearedat the decision-makinglevel Materialobstacles: • Poor selection of the right place and time popped up in the notification level. Keywords of the study: communication barriers, local development, communitypartnership, local administration, associations. ---------------------------------------------------------------- ملخص الدراسة هدفت هذه الدراسة إلى التعرف على معوقات التواصل للشراكة المجتمعية بين الإدارة المحلية والجمعيات، وذلك من خلال دراسة المعوقات التواصلية التي تحول دون تحقيق الشراكة المجتمعية بين البلدية والجمعيات. استنادا إلى دراسة ميدانية أجريت في بلدية سوق أهراس والجمعيات المحلية الناشطة في الولاية. ومحاولة الإجابة على السؤال المركزي التالي: ما هي معوقات التواصل للشراكة المجتمعية بين بلدية سوق أهراس والجمعيات المحلية الفاعلة؟ وهو ما انبثقت عنه ثلاثة أسئلة فرعية: - ما هي المعوقات التنظيمية على مستوى الشراكة المجتمعية بين بلدية سوق أهراس والجمعيات المحلية الفاعلة؟ 2- ما هي المعوقات الشخصية على مستوى الشراكة المجتمعية بين بلدية سوق أهراس والجمعيات المحلية الفاعلة؟ 3- ما هي المعوقات المادية على مستوى الشراكة المجتمعية بين بلدية سوق أهراس والجمعيات المحلية الفاعلة؟ اعتمدت الدراسة على عدد من المقاربات النظرية كمدخل أساسي للإطار النظري، حيث اعتمدت على منهجين: المقاربة التشاركية والمقاربة النظامية التي تنظر إلى المؤسسة كشكل مفتوح على البيئة الخارجية. أما فيما يتعلق بالخطوات المنهجية المتبعة فقد ارتكزت الدراسة على كونها جزء من الدراسات الوصفية على منهجية المسح الاجتماعي الشامل لجميع الجمعيات المحلية الناشطة في ولاية سوق أهراس لجميع الجمعيات المحلية الناشطة في الولاية والمقدرة بـ 83 جمعية، واعتمدت على الملاحظة البسيطة كأداة ثانوية. وخلصت الدراسة إلى عدد من النتائج منها: وجود عوائق تواصلية تعيق الشراكة المجتمعية بين بلدية سوق أهراس والجمعيات المحلية الفاعلة والمتمثلة في: العوائق التنظيمية: • ظهر في وسائل الإعلام عدم رغبة البلدية في تزويد الجمعيات بالمعلومات اللازمة حول القضايا والشؤون الاجتماعية • ظهر عدم الوضوح في التعليمات المقدمة للجمعيات من قبل البلدية في وسائل الإعلام. • نموذج الاتصال الأكثر استخداما من قبل البلدية هو النموذج التوجيهي (التعليمات والأوامر) الذي ظهر على مستوى وسائل الإعلام. • كان عدم رغبة البلدية في التعاون مع الجمعيات في تطوير البرامج وتكاليف تنفيذها واضحا على مستوى التعاون. • تجلى عجز البلدية عن منح الجمعيات المرونة الكافية للتحرك في ممارسة مهامها على مستوى الترخيص. • تجلى فشل البلدية في منح الجمعيات الاستقلالية في تنفيذ القرارات المتعلقة بالشراكة المجتمعية وعدم منحها إمكانية الوصول إلى صناع القرار على مستوى التمكين. العقبات الشخصية: • كان عدم اهتمام البلدية بالتشاور والتبادل مع الجمعيات واضحا على مستوى التشاور. • عدم استماع البلدية إلى هموم الجمعيات والمشاكل التي ظهرت أثناء التشاور. • كان عدم رغبة البلدية في إشراك الجمعيات في صنع القرار المحلي واضحًا على مستوى صنع القرار • عدم قدرة البلدية على تفعيل القرارات المتخذة بشأن الشراكة بشكل دائم ظهر على مستوى صنع القرار العوائق المادية: • ظهر خطأ في اختيار الموقع والوقت الصحيحين في مستوى الإشعارات. وقد ظهرت قنوات اتصال غير فعالة في وسائل الإعلام. • نشر الإعلانات بطريقة غير منظمة والتي ظهرت في وسائل الإعلام. • عدم التنوع في الوسائل المعتمدة من قبل البلدية. كلمات البحث: عوائق التواصل، التنمية المحلية، الشراكة المجتمعية، الإدارة المحلية، الجمعيات. ---------------------------------------- Résumé de l'étude Cette étude visait à identifier les barrières de communication au partenariat communautaire entre l'administration locale et les associations, en examinant les obstacles de communication qui empêchent la concrétisation du partenariat communautaire entre la commune et les associations.Sur la base d'une étude de terrain menée dans la commune de Souk Ahras, et les associations locales actives dans l'état. Et pour tenter de répondre à la question centrale suivante : Quels sont les obstacles de communication au partenariat communautaire entre la commune de Souk Ahras et les associations locales actives ?, qui a donné lieu à trois sous-questions : - Quels sont les obstacles organisationnels aux niveaux de partenariat communautaire entre la municipalité de Souk Ahras et les associations locales actives ? 2- Quels sont les obstacles personnels aux niveaux de partenariat communautaire entre la municipalité de Souk Ahras et les associations locales actives ? 3- Quels sont les obstacles matériels aux niveaux de partenariat communautaire entre la municipalité de Souk Ahras et les associations locales actives ? L'étude était basée sur un certain nombre d'approches théoriques comme point d'entrée de base pour le cadre théorique, car elle était basée sur deux approches : l'approche participative et l'approche systémique, qui considère l'institution comme un format ouvert à l'environnement externe. Quant aux étapes méthodologiques utilisées, l'étude s'est basée sur le fait qu'elle s'inscrivait dans le cadre des études descriptives sur la méthodologie d'enquête sociale globale pour toutes les associations locales actives dans l'Etat de Souk Ahras Pour l'ensemble des associations locales actives dans l'Etat, estimée à 83, et il s'appuyait sur une simple observation comme outil secondaire. L'étude a conclu un certain nombre de résultats, notamment: L'existence d'obstacles de communication qui entravent le partenariat communautaire entre la commune de Souk Ahras et les associations locales actives, représentées dans : Obstacles réglementaires : • Le manque d'empressement de la municipalité à fournir aux associations les informations nécessaires sur les enjeux et les affaires sociales est apparu dans les médias • Le manque de clarté des consignes données aux associations par la municipalité est apparu au niveau des médias. • Le modèle de communication le plus utilisé par la municipalité est le modèle directif (instructions et ordres) qui est apparu au niveau des médias. • Le manque d'empressement de la municipalité à coopérer avec les associations dans l'élaboration des programmes et les coûts de leur mise en œuvre sont apparus au niveau de la coopération. • L'incapacité de la municipalité à accorder aux associations une flexibilité suffisante pour agir dans l'exercice de leurs fonctions s'est manifestée au niveau de l'habilitation. • L'incapacité de la municipalité à accorder aux associations l'indépendance dans la mise en œuvre des décisions liées au partenariat communautaire et leur incapacité à leur accorder l'accès aux décideurs se sont manifestées au niveau de l'habilitation. Obstacles personnels : • Le manque d'intérêt de la municipalité à consulter et à échanger avec les associations s'est manifesté au niveau de la consultation. • Le manque d'écoute de la municipalité vis-à-vis des préoccupations des associations et des problèmes apparus au niveau de la concertation. • Le manque de volonté de la municipalité d'impliquer les associations dans la prise de décision locale s'est manifesté au niveau de la prise de décision • L'incapacité de la municipalité à activer de manière permanente les décisions prises concernant le partenariat est apparue au niveau décisionnel Obstacles matériels : • Une mauvaise sélection du bon endroit et de l'heure est apparue dans le niveau de notification. Des canaux de communication inefficaces sont apparus au niveau des médias. • Publier des annonces de manière désorganisée qui sont apparues au niveau des médias. • Le manque de diversité dans les moyens approuvés par la municipalité.
