dc.description.abstractSummary: The important role played by internal communication systems in managing and creating an interactive and dynamic process in dealing with within the organization, has made it an important station. Institutions today seek to embody it and create the appropriate environment for it to serve the institution, hindered by an indispensable element in the different structures, because communication seeks to link these functions and provide information, transmission and exchange, and it also contributes to the decision-making process and has become a necessity for it to reach To the goals set through rational and effective decisions based on participation, where mutual trust prevails, and interactive decision-making leads to breaking the internal administrative stalemate between the employee and management, so the importance of communication seeks to achieve and reach what is desired. In this context, this study came to identify the role played by the internal communication systems in the decision-making of the institution, i.e. the state headquarters - Souk Ahras - By asking the following central question:  What is the role of internal communication systems in making decisions at the state headquarters for the state of Souk Ahras? The following sub-questions were branched from this central question: - What are the types of internal communication systems adopted in the state headquarters of Souk Ahras? - What are the most important effective internal communication methods adopted in decision-making? - Do internal communication obstacles hinder the decision-making process? We reached the goals of:  Familiarity with the communication systems used at the internal level of the organization (the headquarters of Souk Ahras state).  Explain how communication trends in formal communication and the relationships resulting from informal communication can increase the effectiveness of decisionmaking in the organization.  Identify the theoretical foundations on which the internal communication is based.  As for the method adopted in this study, it is the descriptive method. ملخص  The questionnaire was the tool adopted in this study to collect data in the field, as it was distributed to the intentional sample collected between heads of interests, administrators, administrative staff and technicians in the institution, where the number of sample members was 50 individuals, and it was relied on simple observation, and corresponding to support the form and they were as secondary tools To get better results. Through this study, the following results were reached:  The availability of internal communication systems in the institution contributes to supporting communication and mutual trust between employees and superiors by providing them with accurate and clear information. We find there is integrity, but the presence of formal relationships to a large extent does not help interaction. between the various cells of the institution well.  The internal communication is not satisfactorily activated through its various means and directions through the involvement of employees in decision-making, as communication is used to inform and implement decisions, here decision-making remains empowered to relevant bodies without involvement and here exclusion of a large group of stakeholders. Despite what the institution seeks - the state headquarters  (Ahras market) to achieve the principle of working as one person and despite the employees' desire to share communication, it remains working in the official template that depends on participatory communication, but in its interior bears the descending communication, so sharing according to the state headquarters is what is between the employees of the same level -------------------------------- ملخص  اعتمدت الدراسة على الاستبانة كأداة لجمع البيانات ميدانيًا، حيث تم توزيعها على عينة قصدية تم جمعها بين رؤساء المصالح والإداريين والموظفين الإداريين والفنيين في المؤسسة، حيث بلغ عدد أفراد العينة 50 فردًا، واعتمدت على الملاحظة البسيطة، وما يقابلها من أدوات داعمة للاستمارة، وكانت بمثابة أدوات ثانوية للحصول على نتائج أفضل. ومن خلال هذه الدراسة، تم التوصل إلى النتائج التالية:  إن توافر أنظمة الاتصال الداخلي في المؤسسة يُسهم في دعم التواصل والثقة المتبادلة بين الموظفين والرؤساء من خلال تزويدهم بمعلومات دقيقة وواضحة. ونجد أن هناك نزاهة، إلا أن وجود علاقات رسمية إلى حد كبير لا يُساعد على التفاعل الجيد بين مختلف خلايا المؤسسة.  لا يُفعّل التواصل الداخلي بشكل مُرضٍ من خلال وسائله وتوجهاته المختلفة من خلال إشراك الموظفين في صنع القرار، إذ يُستخدم التواصل لإبلاغ القرارات وتنفيذها، وهنا يبقى اتخاذ القرار منوطًا بالجهات المعنية دون إشراكها، وهنا يُستبعد قطاع كبير من أصحاب المصلحة. ورغم ما تسعى إليه المؤسسة - مقر الولاية (سوق أهراس) - من تحقيق مبدأ العمل كشخص واحد، ورغم رغبة الموظفين في التواصل التشاركي، إلا أنها لا تزال تعمل في إطار النموذج الرسمي الذي يعتمد على التواصل التشاركي، لكنها في داخلها تحمل التواصل التنازلي، فالتشارك، وفقًا لمقر الولاية، هو ما يكون بين موظفي المستوى الواحد.
