معوقات تطبيق الإدارةالإلكترونية على مستوى مديرية الشباب والرياضة لولاية سوق اهراس

Abstract

خلاصة: في موضوع هذا البحث الذي يندرج تحت عنوان معوقات تطبيق الادارةالالكترونية على مستوى مديرية الشباب والرياضة لولاية سوق اهراس، حيث يهدف إلى ابراز أهم المعوقات الفنية و المادية وأبرز الآليات التي يمكن من خلالها التغلب على هذه المعوقات. انطلاقا من هذا تكون مجتمع الدراسة من الموظفين و الإداريين التابعين لمديرية الشباب والرياضة ، خلال الموسم الدراسي 2023/2024. بناءا على هذه البيانات تكونت عينة الدراسة من 41 فردا تم اختيارهم بطريقة قصدية، مع استخدام المنهج الوصفي المسحي واستخدام الاستبيان كأداة، ومن أبرز النتائج المتحصل عليها أنه توجد معوقات فنية و مادية بدرجة مرتفعة تواجه تطبيق الادارة الالكترونية ، ودراسة أبرز الآليات التي يمكن من خلالها التغلب على هذه المعوقات، وكانت هناك بعض التوصيات من الطالب للتغلب على هذه المعوقات كضرورة تقديم برامج تدريبية وورش عمل منتظمة للموظفين لتوضيح مزايا وفوائد استخدام التطبيقات الإلكترونية في الإدارة ، تشجيع وتحفيز الموظفين على قبول التغيير من خلال توضيح الفوائد الشخصية والمؤسسية لتبني التطبيقات الإلكترونية، بالإضافة إلى إشراكهم في عملية اتخاذ القرار وتطوير السياسات المتعلقة بالتكنولوجيا ، إنشاء وتعزيز فرق دعم فني متخصصة لمساعدة الموظفين في حل المشاكل التقنية وتقديم الدعم الفني اللازم أثناء عملية التحول الرقمي،و العمل على تطوير وتحسين البنية التحتية التقنية للمديرية لتمكين التكامل السلس بين التطبيقات الإلكترونية الحالية والمستقبلية.

abstract : In the subject of this research, which falls under the title Obstacles to the application of electronic management at the level of the Youth and Sports Directorate of the state of Souk Ahras, it aims to highlight the most important technical and material obstacles and the most prominent mechanisms through which these obstacles can be overcome.Based on this, the study population consisted of employees and administrators affiliated with the Youth and Sports Directorate, during the 2023/2024 academic season. Based on this data, the study sample consisted of 41 individuals who were chosen intentionally, using the descriptive survey method and using the questionnaire as a tool. Among the most prominent results obtained is that there are technical and material obstacles to a high degree facing the application of electronic management, and studying the most prominent mechanisms through which they can be overcome.On these obstacles, there were some recommendations from the student to overcome these obstacles, such as the necessity of providing training programs and regular workshops for employees to clarify the advantages and benefits of using electronic applications in management, encouraging and motivating employees to accept change by clarifying the personal and institutional benefits of adopting electronic applications, in addition to involving them.In the process of decision-making and policy development related to technology, creating and strengthening specialized technical support teams to assist employees in solving technical problems and providing the necessary technical support during the digital transformation process, and working to develop and improve the directorate’s technical infrastructure to enable seamless integration between current and future electronic applications.

résumé : Dans l'objet de cette recherche, qui s'intitule Obstacles à l'application de la gestion électronique au niveau de la Direction de la Jeunesse et des Sports de l'Etat de Souk Ahras, elle vise à mettre en évidence les obstacles techniques et matériels les plus importants et les plus marquants.mécanismes permettant de surmonter ces obstacles.Partant de là, la population étudiée était constituée des salariés et administrateurs affiliés à la Direction de la Jeunesse et des Sports, lors de la saison académique 2023/2024. Sur la base de ces données, l'échantillon de l'étude était composé de 41 personnes choisies intentionnellement, en utilisant la méthode d'enquête descriptive et en utilisant le questionnaire comme outil.Parmi les résultats les plus remarquables obtenus, il y a l'existence d'obstacles techniques et matériels de grande envergure à l'application de la gestion électronique et l'étude des mécanismes les plus importants par lesquels ils peuvent être surmontés.Concernant ces obstacles, l'étudiant a formulé quelques recommandations pour surmonter ces obstacles, comme la nécessité de proposer des programmes de formation et des ateliers réguliers aux employés pour clarifier les avantages et les bénéfices de l'utilisation des applications électroniques dans la gestion, en encourageant et en motivant les employés à accepter le changement enclarifier les avantages personnels et institutionnels de l’adoption des applications électroniques, en plus de les impliquer.Dans le processus de prise de décision et d'élaboration de politiques liées à la technologie, créer et renforcer des équipes de soutien technique spécialisées pour aider les employés à résoudre les problèmes techniques et fournir le soutien technique nécessaire pendant le processus de transformation numérique, et travailler au développement et à l'amélioration de l'infrastructure technique de la direction.pour permettre une intégration transparente entre les applications électroniques actuelles et futures.
