Abstract

Abstract : In view of the importance of advisory institutions in rationalizing the daily life of the citizen through their contribution to reducing the burden of administrative work, rationalizing it and increasing its effectiveness, the Algerian legislator adopted a number of advisory bodies within the amendment of the 2020 constitution, affirming their necessity, not less than 05 bodies (the Supreme Islamic Council, the Supreme Security Council, the Council Supreme Council for Youth, the National Council for Scientific and Technological Research, in addition to the National Observatory for Civil Society.) ............................ الملخص: نظرا لأهمية المؤسسات الاستشارية في ترشيد الحياة اليومية للمواطن من خلال مساهمتها في تخفيف عبء العمل الإداري وترشيده وزيادة فعاليته ، اعتمد المشرع الجزائري عددا من الهيئات الاستشارية ضمن تعديل دستور 2020. مؤكدا على ضرورتها ما لا يقل عن 05 هيئات (المجلس الإسلامي الأعلى ، مجلس الأمن الأعلى ، المجلس الأعلى للشباب ، المجلس القومي للبحوث العلمية والتكنولوجية ، بالإضافة إلى المرصد الوطني للمجتمع المدني). ............................. Français : Compte tenu de l'importance des institutions consultatives dans la rationalisation de la vie quotidienne du citoyen par leur contribution à la réduction de la charge du travail administratif, à sa rationalisation et à l'augmentation de son efficacité, le législateur algérien a adopté un certain nombre d'instances consultatives dans le cadre de l'amendement de la constitution de 2020 , affirmant leur nécessité, pas moins de 05 instances (le Conseil Suprême Islamique, le Conseil Suprême de Sécurité, le Conseil Suprême Conseil de la Jeunesse, le Conseil National de la Recherche Scientifique et Technologique, outre l'Observatoire National de la Société Civile).
