Abstract

Summary: Electronic governance is the most important development strategy, and the strength of change is evident at the local sector level, not least because it is an important part of the administrative organization because of its important role in the provision of public services to citizens. And the regions, providing the factors of success and precision, thus represent electronic management, a conceptual transformation and a new, more efficient management method in the governance process. The research problem has been solved by asking the following central question: How does emanagement help to improve the public service provided in the municipality of Al-Musrouhah? This resulted in a series of sub-questions that were presented as follows: 1 - What is the reality of the actual application of services after the application of the electronic administration model in the annotated municipality? 2. What are the challenges in applying e-management to the local public institution under study? 3 - How has the application of e-government affected the provision of public service in the annotated municipality? 4 - What obstacles hinder the application of e-government in the annotated municipality? The objective of our study is to shed light on the reality of electronic management in public sectors, particularly in the municipality, and to know the degree of its application to improve the electronic administrative work in the municipality. In this study, we obtain results that can be summarized in: - The introduction of the municipality's e-government model and its benefits has helped to increase the transparency of administrative transactions and the efficiency of its execution. - The local administration - explained the municipality - through the electronic services provided by the elimination of bureaucracy. - The integration of e-government has had an impact on the realization of the principle of equality of citizens, giving the public a good idea of the level of electronic services provided. ------------------------------ ملخص: تُعدّ الحوكمة الإلكترونية من أهم استراتيجيات التنمية، وتتجلى قوة التغيير على مستوى القطاع المحلي، لا سيما أنها جزءٌ أساسي من التنظيم الإداري لما لها من دورٍ هام في تقديم الخدمات العامة للمواطنين. وبما أن المناطق توفر عوامل النجاح والدقة، فإنها تُمثل الإدارة الإلكترونية تحولاً مفاهيمياً ومنهجاً إدارياً جديداً وأكثر كفاءة في عملية الحوكمة. وقد حُلّت مشكلة البحث بطرح السؤال المحوري التالي: كيف تُسهم الإدارة الإلكترونية في تحسين الخدمة العامة المُقدمة في بلدية المسروحة؟ وقد انبثقت عن ذلك مجموعة من الأسئلة الفرعية التي طُرحت على النحو التالي: 1- ما واقع تطبيق الخدمات فعلياً بعد تطبيق نموذج الإدارة الإلكترونية في البلدية المُشار إليها؟ 2- ما هي تحديات تطبيق الإدارة الإلكترونية على المؤسسة العامة المحلية قيد الدراسة؟ 3- كيف أثّر تطبيق الحكومة الإلكترونية على تقديم الخدمة العامة في البلدية المُشار إليها؟ ٤- ما هي المعوقات التي تعيق تطبيق الحكومة الإلكترونية في البلدية المشروحة؟ تهدف دراستنا إلى تسليط الضوء على واقع الإدارة الإلكترونية في القطاعات العامة، وخاصةً في البلدية، ومعرفة مدى تطبيقها لتحسين العمل الإداري الإلكتروني في البلدية.
