علاقة إعادة هندسة الموارد البشرية بتحسين أداء موظفي الإدارات الرياضية
Abstract
ملخص الدراسة:
هدف هذا البحث المعنون بعلاقة إعادة هندسة الموارد البشرية بتحسين أداء موظفي الإدارات الرياضية - دراسة ميدانية لموظفي مديرية الشباب والرياضة لولاية سوق أهراس-، إلي تحديد العلاقة بين متغيري البحث وتقديم عدد من النتائج والتوصيات التي تساهم في تطبيق أسس علمية لتطبيق هذا الأسلوب الاداري الحديث في مديرية الشباب والرياضة والوقوف على مستوىالاداء الوظيفي لمواردها البشرية.
وطبقا للمرسوم التنفيذي رقم 345/06 المؤرخ في 28 سبتمبر2006مديرية الشباب والرياضة إدارة ذات طابع إداري تتمتع بشخصية معنوية و استقلال مالي وتوضع تحت وصاية وزارة الشباب والرياضة.
واعتمد الباحث على المنهج الوصفي التحليلي وكذلك الاستعانة بالبرنامج الإحصائي (SPSS)، حيث طبق هذا البحث على عينة عشوائية مكونة من (28) موظفا، ولتحقيق اهداف البحث تم تطوير استبانة بالاستعانة بالدراسات السابقة من اجل قياس متغيرات الدراسة , وقد توصل البحث الى مجموعة نتائج اهمها :
- توجد علاقة ارتباطية بين إعادة هندسة الموارد البشرية وتحسين أداء موظفي مديرية الشباب والرياضة لولاية سوق أهراس.

The aim of this research, entitled The Relationship between Human Resources Re-engineering and Improving the Performance of Sports Administration Employees - a field study of the employees of the Youth and Sports Directorate of the state of Souk Ahras - is to determine the relationship between the two research variables and to present a number of results and recommendations that contribute to the application of scientific foundations for the application of this modern administrative method in the Directorate. Youth and sports and determining the level of functional performance of its human resources.
According to Executive Decree No. 345/06 of September 28, 2006, the Youth and Sports Directorate is an administration of an administrative nature that has a legal personality and financial independence and is placed under the supervision of the Ministry of Youth and Sports.
The researcher relied on the descriptive analytical method as well as using the statistical program (SPSS). This research was applied to a random sample consisting of (28) employees. To achieve the research objectives, a questionnaire was developed using previous studies in order to measure the variables of the study. The research reached a set of results, the most important of which are:

L'objectif de cette recherche, intitulée La Relation entre la Réingénierie des Ressources Humaines et l'Amélioration de la Performance des Employés de l'Administration Sportive - une étude de terrain auprès des employés de la Direction de la Jeunesse et des Sports de l'Etat de Souk Ahras - est de déterminer la relation entre la deux variables de recherche et de présenter un certain nombre de résultats et de recommandations qui contribuent à l'application des fondements scientifiques pour l'application de cette méthode administrative moderne dans la Direction de la Jeunesse et des sports et à déterminer le niveau de performance fonctionnelle de ses ressources humaines.
Selon le décret exécutif n° 345/06 du 28 septembre 2006, la Direction de la Jeunesse et des Sports est un service administratif doté de la personnalité juridique et de l'autonomie financière et placé sous la tutelle du Ministère de la Jeunesse et des Sports.
Le chercheur s'est appuyé sur la méthode d'analyse descriptive ainsi que sur l'utilisation du programme statistique (SPSS). Cette recherche a été appliquée à un échantillon aléatoire composé de (28) employés. Pour atteindre les objectifs de la recherche, un questionnaire a été élaboré à l'aide d'études antérieures afin de. mesurer les variables de l'étude. La recherche a abouti à un ensemble de résultats dont les plus importants sont:
