EVALUATION DE LA PERFORMANCE TECHNIQUE DES SERVICES D’EAU POTABLE. CAS DE LA VILLE DE TAOURA (W. SOUK AHRAS)

Abstract

The public water services in Algeria (Algérienne Des Eaux: ADE) are struggling to provide subscribers with adequate and reliable water supply (in terms of quantity and quality of water distributed). This study aims to evaluate the performance of the drinking water service in the city of TAOURA (Wilaya of Souk-Ahras), which suffers from a high rate of water losses (around 45%). To address these shortcomings, the local ADE managers need to develop a new sustainable strategy to reduce these deficiencies, particularly in the operation and maintenance of distribution networks, in order to improve the technical performance of the drinking water supply system and provide citizens with a good quality service. The methodology applied in this final year project is based on a direct method (household survey) and an indirect method (evaluation of performance indicators using the AHP method). A total of 340 surveys were conducted for the residents of the city of TAOURA. The majority of the surveyed population (70%) was relatively dissatisfied with the quantity of water provided by ADE TAOURA, and 59% of households do not directly use tap water. The results of calculating the relative weights of the criteria are as follows: the "Financial and Economic" criterion plays the most important role with a relative weight of 38.61%, followed by the "Operational" criterion (24.7%), and the "Physical" criterion (17.32%). -------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- خدمات توفير المياه الصالحة للشرب في الجزائر التي تديرها شركة الجزائرية للمياه (ADE) تواجه صعوبات في تقديم خدمة موثوقة وذات جودة من حيث (كمية وجودة المياه الموزعة) للمشتركين. تهدف هذه الدراسة إلى تقييم أداء خدمة المياه الصالحة للشرب في مدينة تاورة التي تقع في (ولاية سوق أهراس)، والتي تعاني من معدل عالي من فاقد المياه يصل إلى حوالي (45 ٪). من أجل معالجة هذه النقائص يجب على المسؤولين المحليين في (ADE) وضع إستراتيجية جديدة مستدامة تركز بشكل خاص على تشغيل وصيانة شبكات التوزيع، بهدف تحسين الأداء التقني لنظام إمدادات المياه الصالحة للشرب وتوفير خدمة ذات جودة للمواطنين. تعتمد منهجية هذه الدراسة على نهج مباشر (استطلاع الأسر) ونهج غير مباشر (تقييم مؤشرات الأداء باستخدام طريقة AHP). تم إجراء من مجموعه 340 استطلاعا لسكان مدينة تاورة. كان غالبية المستجوبين (70٪) غير راضين إلى حد ما عن كمية المياه المقدمة من قبل (ADE) و(59٪) من الأسر لا يستخدمون المياه المنزلية مباشرة. وجاءت نتائج تقييم الأوزان النسبية للمعايير كما يلي: المعيار "المالي والاقتصادي" يلعب الدور الأهم بوزن نسبي يبلغ (38.61٪)، تليه المعيار "التشغيلي" (24.7٪) والمعيار "الفيزيائي" (17.32٪). ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ Les services publics d'approvisionnement en eau potable en Algérie, gérés par l'Algérienne Des Eaux (ADE), rencontrent des difficultés pour fournir un service fiable et de qualité en termes de quantité et de qualité d'eau distribuée aux abonnés. Cette étude vise à évaluer la performance du service d'eau potable dans la ville de Taoura, située dans la wilaya de Souk-Ahras, qui souffre d'un taux élevé de pertes d'eau d'environ 45%. Afin de remédier à ces lacunes, les responsables locaux de l'ADE doivent développer une nouvelle stratégie durable, axée notamment sur le fonctionnement et la maintenance des réseaux de distribution, afin d'améliorer la performance technique du système d'approvisionnement en eau potable et de fournir un service de qualité aux citoyens. La méthodologie utilisée dans cette étude repose sur une approche directe (enquête auprès des ménages) et une approche indirecte (évaluation des indicateurs de performance par la méthode AHP). Un total de 340 enquêtes a été réalisées auprès des résidents de la ville de Taoura. La majorité des personnes interrogées (70 %) étaient relativement insatisfaites de la quantité d'eau fournie par l'ADE de Taoura, et 59 % des ménages n'utilisaient pas directement l'eau du robinet. Les résultats de l'évaluation des poids relatifs des critères sont les suivants : le critère "Financier et économique" joue le rôle le plus important, avec un poids relatif de 38,61 %, suivi du critère "Opérationnel" (24,7 %) et du critère "Physique" (17,32 %).
