Abstract

Summary This study discusses the use of electronic administration in administrative communication and identifying the reality of its use by the hospital institution and its relationship with administrative communication. This study aims at identifying the relationship between the needs of the electronic administration with administrative communication and recognizing the functions of electronic administration and the most important obstacles which hinder the application of electronic administration and its relationship with administrative communication in the Regional Hospital in the wilaya of Souk Ahras. The descriptive analytical methods has been used in this study. The sample of this study includes 23 individuals that answered a questionnaire composed of 25 questions. An interview and observation have been also conducted as a secondary research method. The most important results are: • In order to apply electronic administration into practical reality, we need technical requirements with a percentage of 75.65% . • Concerning the administrative functions which the electronic administration need in electronic planning with a percentage of 85.17%. • One of the most important obstacles which face the application of electronic administration and its relationship with administrative communication in the Regional Hospital in the wilaya of Souk Ahras are technical obstacles with a percentage of 83.47% . -------------------------------------------------------------------- ملخص الدراسة : تتناول هذه الدراسة موضوع استخدامات الإدارة الإلكترونية في عملية الاتصال الإداري و التعرف على واقع استخدام المؤسسة الاستشفائية للإدارة الإلكترونية و علاقتها مع الاتصال الإداري . حيث نهدف من خلال هذه الدراسة إلى معرفة علاقة متطلبات الإدارة الإلكترونية بالاتصال الإداري و التعرف على علاقة وظائف الإدارة الإلكترونية و معرفة أهم المعوقات التي تعيق تطبيق الإدارة الإلكترونية و علاقتها بالاتصال الإداري في المستشفى الجهوي لولاية سوق أهراس ، و لقد تم استخدام المنهج الوصفي التحليلي في هذه الدراسة ، و اعتمدنا في مجتمع البحث على " العينة العرضية " لأفراد عددهم 23 فرد ، و تم تصميم استبانة كأداة رئيسية مكونة من 25 سؤال و تصميم المقابلة و الملاحظة كأداة ثانوية . و من أهم النتائج نذكر : - لتطبيق الإدارة الإلكترونية إلى حيز الواقع العملي نحتاج إلى المتطلبات التقنية بنسبة 75.65 % . - الوظائف الإدارية التي تحتاجها الإدارة الإلكترونية هي التخطيط الإلكتروني بنسبة 85.17 % . - أهم المعوقات التي تواجه تطبيق الإدارة الإلكترونية و علاقتها بالاتصال الإداري بالمستشفى الجهوي لولاية سوق أهراس تتمثل في معوقات تقنية بنسبة 83.47 % . -------------------------------------------------------------------- Résumé de l'étude : Le sujet des usages de la gestion électronique dans le processus de communication managériale et d'identifier la réalité de l'usage de la gestion électronique par l'établissement hospitalier et son rapport avec la communication administrative. Où la gestion électronique fonctionne et est liée à la communication administrative dans l'hôpital régional de l'État du Wilaya de Souk Ahras, et la méthode a été utilisée. Dans cette étude, nous sommes appuyés dans la communauté de recherche sur des individus de nombre 23, et un groupe réalisable a été conçu comme un outil secondaire. Parmi les résultats les plus importants, nous mentionnons : - Pour appliquer la gestion électronique à la pratique, nous avons besoin des exigences techniques de 75,65 %. Les fonctions administratives nécessaires à l'administration électronique sont la planification électronique à 85,17%. - Les obstacles les plus importants auxquels se heurte l'application de la gestion électronique et son rapport avec la communication administrative à l'hôpital régional de l'Etat de Souk Ahras sont représentés par les obstacles techniques à hauteur de 83,47%.
