Abstract

Abstract : The research topic entitled "Rebellious Tribes and Authority in Eastern Algeria during the Ottoman Era" is one of the significant historical subjects that opens broad horizons for understanding the nature of interactions between the central Ottoman authority and local tribal structures. This topic is particularly important as it highlights the complex and intertwined nature of relations between the two sides, where tribes were not merely traditional social units but influential political actors capable of negotiation, confrontation, and rebellion. The temporal scope of this research extends through the Ottoman period in the eastern regions of Algeria up to the beginning of the French occupation in 1830. In this study, I examined the nature of the relationship between rebellious tribes and the ruling authority in eastern Algeria during the Ottoman era—a relationship marked by constant conflict and tension. Many tribes refused to submit to the central authority due to their desire to maintain autonomy and their opposition to burdensome taxes and forced conscription. In response, the Ottoman authority sought to subjugate these tribes through military force. This led to repeated confrontations and uprisings, resulting in security instability and the exhaustion of state efforts in attempts to assert control. ----------------------------- الملخّص باللغة العربية إنّ موضوع بحثنا المعنون بالقبائل المتمردة و السلطة في الشرق الجزائري خلال العهد العثماني من المواضيع التاريخية الهامة التي تفتح آفاق و اسعة لفهم طبيعة التفاعلات بين السلطة المركزية العثمانية و البنى القبلية المحلية و يبرز هذا الموضوع بشكل خاص الطابع المعقد و المتشابك للعلاقات بين الطرفين حيث كانت القبائل لا تمثل مجرد وحدات اجتماعية تقليدية بل فاعلا سياسيا مؤثرا قادرا على التفاوض و المواجهة و التمرد. يمتد الاطار الزماني للبحث خلال فترة العهد العثماني وحوز الشرق الجزائري إلى غاية بداية الاحتلال الفرنسي للجزائر 1830. تطرقت في بحثي هذا إلى طبيعة العلاقة القائمة بين القبائل المتمردة و السلطة في الشرق الجزائري خلال العهد العثماني، حيث كانت علاقة صراع و توتر دائم فقد رفضت العديد من القبائل الخضوع للسلطة المركزية بسبب رغبتها في الحفاظ على استقلالها و معارضتها للضرائب المجحفة و التجنيد الاجباري في المقابل سعت السلطة العثمانية الى إخضاع هذه القبائل بالقوة أدى ذلك إلى مواجهات متكررة و انتفاضات ما أدى إلى اضطراب الأمن و استنزاف جهود السلطة في محاولات الاخضاع : . ----------------------------- Résume : Le sujet de recherche intitulé « Les tribus rebelles et le pouvoir dans l'Est algérien durant la période ottomane » constitue un thème historique important, offrant de larges perspectives pour comprendre la nature des interactions entre le pouvoir central ottoman et les structures tribales locales. Ce sujet met en évidence le caractère complexe et imbriqué des relations entre les deux parties, où les tribus ne se limitaient pas à de simples unités sociales traditionnelles, mais agissaient comme des acteurs politiques influents, capables de négociation, de confrontation et de rébellion. Le cadre chronologique de cette étude s'étend sur toute la période ottomane, jusqu'au début de l’occupation française de l’Algérie en 1830. Dans ce travail, j’ai abordé la nature des relations entre les tribus rebelles et le pouvoir dans l’Est algérien durant cette période. Il s’agissait d’une relation marquée par un conflit permanent et une tension constante. De nombreuses tribus ont refusé de se soumettre à l’autorité centrale, souhaitant préserver leur autonomie et s’opposant aux lourdes taxes et au recrutement forcé. En réponse, le pouvoir ottoman a tenté de les soumettre par la force, ce qui a conduit à des affrontements répétés et à des soulèvements fréquents. Ces rébellions ont contribué à l’instabilité de la région et ont épuisé les ressources de l’autorité dans ses efforts de pacification.
