Abstract

Abstract: This study, entitled “The Role of the Arab League in Resolving Regional Conflicts in the Arab World: An Applied Study on the Syrian and Libyan Models,” aims to demonstrate the effectiveness of the Arab League in settling regional conflicts by analyzing its conceptual and legal frameworks, as well as examining its interventions in both the Syrian and Libyan conflicts. The researcher adopted the descriptive-analytical method, supported by an applied approach, in order to understand the nature of the League’s intervention and assess its outcomes. • The study reached several findings, most notably the limited effectiveness of the Arab League in the Syrian conflict due to its complexity and internationalization, • compared to a relatively more present but still insufficient role in the Libyan conflict without achieving a final settlement. ............................. الملخص : تهدف الدراسة الحالية التي جاءت بعنوان" دور جامعة الدول العربية في حل النزاعات الإقليمية في العالم العربي (دراسة تطبيقية على النموذجين السوري والليبي) " إلى تبيان مدى فعالية جامعة الدول العربية في تسوية النزاعات الإقليمية، من خلال تحليل أطرها المفاهيمية والقانونية، ودراسة تدخلها في كل من النزاع السوري والنزاع الليبي حيث استعمل الباحث المنهج الوصفي التحليلي، مدعما بالمقاربة التطبيقية، قصد فهم طبيعة تدخل الجامعة وتقييم نتائجه. وتوصلت الدراسة إلى جملة من النتائج من أبرزها: • محدودية فعالية الجامعة العربية في النزاع السوري نتيجة تعقد الأزمة وتدويلها • مقابل تسجيل دور نسبي لها في النزاع الليبي دون الوصول إلى تسوية نهائية. ............................... Résumé : La présente étude, intitulée « Le rôle de la Ligue des États arabes dans la résolution des conflits régionaux dans le monde arabe (Étude empirique sur les modèles syrien et libyen) », vise à démontrer l'efficacité de la Ligue des États arabes dans le règlement des conflits régionaux. À travers l'analyse de ses cadres conceptuels et juridiques, et l'examen de ses interventions dans les conflits syrien et libyen, le chercheur a adopté une approche descriptive et analytique, soutenue par une méthode empirique, afin de comprendre la nature de l'intervention de la Ligue et d'en évaluer les résultats. L'étude a abouti à un ensemble de conclusions, dont les plus notables sont :

• L'efficacité limitée de la Ligue arabe dans le conflit syrien, en raison de la complexité de la crise et de son internationalisation. • En contrepartie, un rôle relativement plus marqué a été enregistré dans le conflit libyen, bien qu'il n'ait pas permis de parvenir à un règlement définitif.
