Abstract

Abstract : Algeria adopted participatory democracy within the local administration as a fundamental mechanism for administrative organization and as an embodiment of the principles of the democratic state ‚ Which was established by the latest constutional amendement of 2020 through articles 16.18.19 wich emphasized strengthening the role of local communities and expanding ciltizens participation in the management of public afairs . In this subject ‚the algerian state sought to support and activate administrative decentralization through promoting participatory democracy ‚by involving citizens and various actors from civil society ‚as well as the private sector ‚in the decision-making process at the local level ‚ which contributes to improving local governance of public services ‚ and supporting sustainable local development in various fields ............................ االــــــــــملخــــــص : اعتمدت الجزائر الديموقراطية التشاركية ضمن الادارة المحلية باعتبارها الية أساسية للتنظيم الاداري و تجسيدا لمبادىء الدولة الديموقراطية ،وهو ما كرسه التعديل الدستوري الاخير لسنة 2020 من خلال المواد 19،18،16 التي أكدت على تعزيز دور الجماعات المحلية و توسيع مشاركة المواطنين في تسيير الشأن العام. وفي هذا الموضوع سعت الدولة الجزائرية الى تدعيم وتفعيل للامركزية الادارية من خلال ترسيخ الديموقراطية التشاركية ، من خلال اشراك المواطنين ومختلف الفاعلين من المجتمع المدني وكذلك القطاع الخاص في عملية صنع القرار على المستوى المحلي، بما يساهم في تحسين الحوكمة المحلية ، ورفع جودة وأداء المرفق العمومي ، ودعم التنمية المحلية المستدامة في مختلف المجالات . ............................... Résumé : L'Algérie a adopté la démocratie participative au sein de la gouvernance locale comme mécanisme fondamental d'organisation administrative et incarnation des principes de l'État démocratique. Ce principe a été inscrit dans la Constitution lors de la réforme de 2020, notamment par les articles 16, 18 et 19, qui soulignent le renforcement du rôle des collectivités locales et l'élargissement de la participation citoyenne à la vie publique.

À cet égard, l'État algérien s'est attaché à consolider et à dynamiser la décentralisation administrative en renforçant la démocratie participative. Il s'agit d'associer les citoyens, les différents acteurs de la société civile et le secteur privé aux processus décisionnels locaux, contribuant ainsi à une meilleure gouvernance locale, à une amélioration de la qualité et de la performance des services publics, et au soutien d'un développement local durable dans divers secteurs.
