Abstract

Abstract: Given the rapid and successive evolution of new communication technologies and their characteristics, as well as the growing interest in information and its acquisition, a new management model, known as "e-government," has been developed. It has numerous advantages that help reduce the negative aspects that characterize traditional administration, particularly in public works service institutions, considered a destination for every citizen seeking to request a service. Its advantages include speed of execution, competence, efficiency, and accuracy of performance, as well as flexibility measures in carrying out transactions. It shortens distances and saves time, which has led to a remarkable development in the type and level of public work. This has had an impact on the image of the institution, which is considered a basic tool that reflects the administration's management policy and the extent of its effectiveness, which has allowed most organizations to realize the importance of electronic administration. In this study, we attempted to explore the role that electronic administration plays as a new administrative tool in improving the image of the Algerian institution, considering the biometric document service in the municipality of Souk Ahras as a field of study, research, and analysis ------------------------------- ملخص : ونظراً للتطور السريع والمتتالي للتكنولوجيات الجديدة، التواصل والخصائص التي تميزه والاهتمام المتزايد به المعلومات واكتسابها، وتم تطوير نموذج إدارة جديد، يُعرف باسم "الإدارة الإلكترونية" لها العديد من المزايا التي تؤدي إلى تقليل الجوانب السلبية التي تميز الإدارة التقليدية، وخاصة في مؤسسات تعتبر خدمة الأشغال العامة وجهة لجميع المواطنين الباحثين عن اطلب الخدمة ومن مميزاتها: سرعة التنفيذ، الكفاءة، والفعالية دقة الأداء وكذلك مقاييس المرونة في تحقيق الأهداف. المعاملات، فهي تسمح بتقصير المسافات وتوفير الوقت، مما أدى إلى تطور ملحوظ في نوع ومستوى العمل العام، وقد كان لذلك أثره على صورة المؤسسة والتي تعتبر بمثابة أداة أساسية تعكس سياسة الإدارة من حيث الإدارة ومدى فعاليتها، مما سمح لمعظم المنظمات ولكي ندرك أهمية العلاقة التي تربطنا بجمهورنا، حاولنا في هذا دراسة لمعرفة الدور الذي تلعبه الحكومة الإلكترونية كوسيلة جديدة الإدارية في تحسين صورة المؤسسة الجزائرية من خلال مراعاة الخدمة الوثائق البيومترية في بلدية سوق أهراس كمجال دراسة من واقع البحث والتحليل --------------------------- Résumé : Compte tenu de l’évolution rapide et successives qu’ont connu les nouvelles technologie de communication et les caractéristiques qui l’ont caractérisé et l’intérêt croissant pour les informations et leur obtention, On a développé un nouveau modèle de gestion, connu sous "administration électronique", il détient de nombreux avantages qui mènent a réduire les aspects négatif qui caractérisent l'administration traditionnelle , en particuliers dans les institutions de service de travaux publique considéré comme destination pour tous citoyen qui cherche a demander un service, Parmi ses avantage: la rapidité de réalisation la compétence, l’efficacité et la précision des performances ainsi que les mesures d’assouplissement dans la réalisation des transactions, elle permet de raccourcir les distances et économisé le temps, ce qui a conduit à un développement remarquable dans le type et le niveau du travail publique, Cela a eu un impact sur l’image de l’institution qui est considérée comme Outil de base qui reflète la politique de gestion de l'administration et l'étendue de son efficacité , ce qui a permit a la plus part des organisation de réaliser l'importance de la relation qui la lie a son publique, Nous avons essayé dans cette étude de trouver le rôle que joue l'administration électronique comme un nouveau moyen administratif dans l'amélioration de l'image de l'institution algérienne en considérant le service des documents biométriques à la commune de Souk Ahras comme champ d'étude, de la recherche et d'analyse
