دور المؤسسات والهيئات العمومية في تطوير السياحة البيئية في الجزائر

Abstract

Abstract: This study aimed to highlight the role played by public institutions and bodies as national actors contributing to the development and growth of ecotourism in Algeria, particularly through their intervention in supporting and encouraging investments and establishing investment projects in the ecotourism sector, their key role in preparing and implementing various development plans related to ecotourism, and their contribution to promoting Algeria as a tourist destination in international markets. The study concluded that while the role played by public institutions and bodies in developing ecotourism is comprehensive and important, it suffers from limited developmental impact due to a number of problems, most notably weak coordination between the public institutions and bodies involved in this matter at the central and regional levels, insufficient attention to the issue of training and developing human resources in the field of ecotourism, the concentration of various decisions related to tourism in the hands of central authorities, and limited public funding, Accordingly, a number of recommendations were presented that would enhance the role of public institutions and bodies in advancing the tourism sector in general and ecotourism in particular, and make them an effective contributor and a real tributary of development in the country. ......................................

ملخص الدراسة هدفت هذه الدراسة إلى إبراز الدور الذي تضطلع به المؤسسات و الهيئات العمومية باعتبارها أحد الفواعل الوطنية المساهمة في تطوير و تنمية السياحة البيئية في الجزائر، و ذلك لاسيما من خلال تدخلها في دعم و تشجيع الاستثمارات و إقامة المشاريع الاستثمارية في المجال السياحي البيئي، و دورها الرئيسي في إعداد و تنفيذ مختلف المخططات التنموية ذات الصلة بالسياحة البيئية، و كذا مساهمتها في الترويج السياحي لوجهة الجزائر في الأسواق السياحية. توصلت الدراسة إلى أن الدور الذي تؤديه المؤسسات و الهيئات العمومية في تطوير السياحة البيئية رغم شموليته و أهميته، إلا أنه يعاني من محدودية في الأثر التنموي و ذلك بسبب جملة من الإشكالات، أبرزها ضعف التنسيق بين المؤسسات و الهيئات العمومية المتدخلة في هذا الشأن على المستويين المركزي و الإقليمي، عدم وجود الاهتمام الكافي بمسألة تكوين و تدريب المورد البشري في المجال السياحي البيئي، تركز إتخاذ مختلف القرارات ذات الصلة بالشأن السياحي بيد السلطات المركزية، محدودية التمويل العمومي، و بناءا على ذلك تم تقديم جملة من التوصيات التي من شأنها أن تعزز من دور المؤسسات و الهيئات العمومية في الارتقاء بالقطاع السياحي بشكل عام و السياحة البيئية بصورة خاصة، و جعلها مساهم فعلي و رافد حقيقي من روافد التنمية في البلاد. .................................... Résumé Cette étude vise à mettre en lumière le rôle des institutions et organismes publics en tant qu'acteurs nationaux clés contribuant au développement et à la croissance de l'écotourisme en Algérie. Cela se concrétise notamment par leurs efforts pour soutenir et encourager l'investissement ainsi que la mise en place de projets écotouristiques, par leur rôle central dans l'élaboration et la mise en œuvre de plans de développement pertinents, et par leur contribution à la promotion de l'Algérie en tant que destination sur les marchés touristiques. L'étude conclut que, malgré le rôle vaste et significatif joué par les institutions et organismes publics dans le développement de l'écotourisme, leur impact sur ce développement demeure limité en raison de plusieurs défis. Parmi les principaux figurent : une coordination insuffisante entre les entités publiques concernées, tant au niveau central que régional ; une attention insuffisante portée à la formation et au renforcement des capacités des ressources humaines du secteur de l'écotourisme ; la centralisation de la prise de décision en matière de tourisme ; ainsi que la faiblesse des financements publics. En conséquence, l'étude propose une série de recommandations visant à renforcer le rôle des institutions et organismes publics dans l'essor du secteur touristique — et de l'écotourisme en particulier — afin de lui permettre de contribuer efficacement au développement national et d'en devenir un véritable moteur.
