Abstract

Study summary This study is concerned with research and definition using modern communication technology in the public institution - the National Unemployment Insurance Fund, Souk Ahras. The research problem was addressed by asking the following central question: -What is the extent of the use of modern communication technology in the Algerian public institution? The study aimed to identify the relationship between modern communication technology and the extent of its impact on the public institution. As for the methodological procedures, the study fell within the descriptive studies because it is the most appropriate in describing the actual reality of the use of modern communication technology in the public institution. Based on the objectives of the research and the study sample, we relied on the interview as an exploratory tool and observation in addition to the questionnaire as the main tool for data collection, and then applied in a distribution method as a tool to answer 03 sub-questions: -1Does the use of modern communication technology increase the effectiveness of administrative work? -2Does diversity in the use of modern communication technology increase the good performance of the Algerian public institution? -3What are the obstacles to the use of modern communication technology in the public institution? We have obtained results, the most important of which are summarized as follows: -The National Unemployment Insurance Fund Corporation uses various modern technological means represented in the computer, the Internet, e-mail, the phone, and others. Modern communication technology has also helped to eliminate some of the pressures of work in the classic system, such as the large number of papers and the narrowness of workplaces due to the large number of shelves. -Modern communication technology has helped raise the performance of tires through speed and accuracy in performance. Today's work is performed in a short period and does not take time to implement, and the error rate at work has become very low thanks to these modern technologies, and also reducing costs. Speed allows information to be provided in The right time, and thus making the right decisions in the urgent procedures, and accuracy allows avoiding the costs resulting from the large number of mistakes. -And that there are efforts being made by the institution to keep pace with the development of modern technologies, but these efforts require a clear strategy common to all individuals within the institution. -Whenever there are obstacles facing the use of modern communication technology, the degree of control over them decreases. ---------------------------------- ملخص الدراسة تتناول هذه الدراسة البحث والتعريف باستخدام تكنولوجيا الاتصال الحديثة في المؤسسة العمومية - الصندوق الوطني للتأمين على البطالة، سوق أهراس. وتمحورت إشكالية البحث حول التساؤل المحوري التالي: - ما مدى استخدام تكنولوجيا الاتصال الحديثة في المؤسسة العمومية الجزائرية؟ وهدفت الدراسة إلى تحديد العلاقة بين تكنولوجيا الاتصال الحديثة ومدى تأثيرها على المؤسسة العمومية. أما فيما يتعلق بالإجراءات المنهجية، فقد اندرجت الدراسة ضمن الدراسات الوصفية، كونها الأنسب في وصف الواقع الفعلي لاستخدام تكنولوجيا الاتصال الحديثة في المؤسسة العمومية. وبناءً على أهداف البحث وعينة الدراسة، اعتمدنا على المقابلة كأداة استطلاعية، والملاحظة، بالإضافة إلى الاستبيان كأداة رئيسية لجمع البيانات، ثم طبقنا أسلوب التوزيع كأداة للإجابة على ثلاثة أسئلة فرعية: 1- هل يزيد استخدام تكنولوجيا الاتصال الحديثة من فعالية العمل الإداري؟ ٢- هل التنوع في استخدام تكنولوجيا الاتصال الحديثة يزيد من جودة أداء المؤسسة العمومية الجزائرية؟ ٣- ما هي معوقات استخدام تكنولوجيا الاتصال الحديثة في المؤسسة العمومية؟ توصلنا إلى نتائج، نلخص أهمها فيما يلي: تستخدم المؤسسة الوطنية للتأمين على البطالة مختلف الوسائل التكنولوجية الحديثة، متمثلة في الحاسوب والإنترنت والبريد الإلكتروني والهاتف وغيرها. كما ساهمت تكنولوجيا الاتصال الحديثة في التخلص من بعض ضغوط العمل في النظام الكلاسيكي، ككثرة الأوراق وضيق أماكن العمل بسبب كثرة الرفوف. ساعدت تكنولوجيا الاتصال الحديثة في رفع أداء الإطارات من خلال السرعة والدقة في الأداء. فأعمال اليوم تُنجز في فترة وجيزة ولا تستغرق وقتًا طويلاً للتنفيذ، كما أن معدل الأخطاء في العمل أصبح منخفضًا جدًا بفضل هذه التقنيات الحديثة، بالإضافة إلى خفض التكاليف. السرعة تُمكّن من توفير المعلومات في الوقت المناسب، وبالتالي اتخاذ القرارات الصائبة في الإجراءات العاجلة، والدقة تُجنّب التكاليف الناتجة عن كثرة الأخطاء. - وأن هناك جهودًا تبذلها المؤسسة لمواكبة تطور التقنيات الحديثة، إلا أن هذه الجهود تتطلب استراتيجية واضحة ومشتركة بين جميع الأفراد داخل المؤسسة. - وكلما وُجدت معوقات أمام استخدام تقنيات الاتصال الحديثة، تقلّ درجة السيطرة عليها.
