Abstract

Abstract This study aimed at identifying the relationship of bilingualism in organizational communication with professional competence from the point of view of the workers of the National Social Insurance Fund Foundation, by raising the following key question: - What is the relationship of bilingualism in organizational communication with professional competence from the point of view of field study workers to the institution of the Social Insurance Fund? This study was then based on the functional constructive approach of serving the subject matter. In order to achieve the objectives of the study, we used the survey curriculum to suit the problems of the study. As the nearest method of data collection, quantitative analysis and qualification and interpretation in the specific context by employing a set of tools, namely the form of measurement of Direction Geth. 60 forms were distributed to the employees of the Social Insurance Fund Foundation. Director of the Foundaton of the Social Insurance Fund "Guest Boubacar" and some of the managers of interests: Head of Human Resources Department "Alaibiya Fatima Al-Zahra", Head of Public Accounting Department "Yalawi Tawfiq", Head of Department and Head of Family Grants Department "Tobal Hassan" and Head of Public Means Department "Shadadi Saleh". To find out their trends towards the relationship of bilingualism to professional competence, after statistical and analytical processing many results have been reached, including: - The Arabic language contributes more than the French language in building the cognitive competence of workers at an average response level. - The Arabic language contributes more than the French language in building the performance efficiency of workers at an average response level. - The use of both languages contributes to building value efficiency at an average level of response. ------------------------------------------- ملخص الدراسة باللغة العربية: تهدف هذه الدراسة الى التعرف على علاقة الازدواجية اللغوية في الاتصال التنظيمي بالكفاءة المهنية من وجهة نظر عمال مؤسسة الصندوق الوطني للتأمينات الاجتماعية، من خلال طرح التساؤل الرئيسي التالي :ما هي علاقة الازدواجية اللغوية في الاتصال التنظيمي بالكفاءة المهنية من وجهة نظر العاملين دراسة ميدانية بمؤسسة صندوق التأمينات الاجتماعية ؟ ثم تم الاعتماد في هذه الدراسة على المقاربة البنائية الوظيفية كونها تخدم موضوع البحث. ومن اجل تحقيق اهداف الدراسة استخدمنا المنهج المسحي لتناسبه مع اشكالية الدراسة و باعتباره المنهج الاقرب لجمع البيانات و تحليلها كميا و كيفيا و تفسيرها في سياقها المحدد بتوظيف مجموعة من الادوات وهي استمارة قياس الاتجاه جيث تم توزيع 60 استمارة على موظفي مؤسسة صندوق التأمينات الاجتماعية ، و المقابلة و التي تمت مع :مدير مؤسسة صندوق التامينات الاجتماعية "ضيف بوبكر " و بعض من رؤساء المصالح : رئيس مصلحة الموارد البشرية " لعلايبية فاطمة الزهراء" ، رئيس مصلحة المحاسبة العامة" يعلاوي توفيق "، و رئيس مصلحة و رئيس مصلحة المنح العائلية " طوبال حسان"، و رئيس قسم الوسائل العامة " شدادي صالح" . لمعرفة اتجاهاتهم نحو علاقة الازدواجية اللغوية بالكفاءة المهنية ، و بعد المعالجة الاحصائية و التحليلية تم التوصل للعديد من النتائج منها : - اللغة العربية تساهم اكثر من اللغة الفرنسية في بناء الكفاءة المعرفية لدى العمال بمستوى استجابة متوسط . - اللغة العربية تساهم اكثر من اللغة الفرنسية في بناء الكفاءة الادائية لدئ العمال بمستوى استجابة متوسط - استخدام اللغتين يساهم في بناء الكفاءة القيمية بمستوى استجابة متوسط. ---------------------------------------------- Résumé This study aimed at identifying the relationship of bilingualism in organizational communication with professional competence from the point of view of the workers of the National Social Insurance Fund Foundation, by raising the following key question: - What is the relationship of bilingualism in organizational communication with professional competence from the point of view of field study workers to the institution of the Social Insurance Fund?
