Abstract

Abstract: Investing in renewable energies in Algeria is a key pillar for the transition towards a green economy and ensuring sustainable and inclusive development. Through its national policies and plans, Algeria seeks to enhance the share of renewable energies in the national energy mix, thereby contributing to diversifying production sources and reducing dependence on hydrocarbons. Algeria has developed a legislative and regulatory framework aimed at encouraging investment in this sector. This framework addresses fundamental concepts related to investment and renewable energy, presents various laws, bodies, and programs adopted in the renewable energy field, and offers financial and tax incentives, legal privileges, and necessary guarantees to protect investors. It has also adopted several modern contractual mechanisms to facilitate the financing of renewable energy production projects and ensure their legal and secure exploitation and marketing. This approach contributes to increasing the contribution of clean energy to the national energy mix, achieving energy security, and protecting the environment. ..................................... الملخص: يعد الاستثمار في الطاقات المتجددة في الجزائر ركيزة أساسية للانتقال نحو اقتصاد أخضر وضمان تنمية مستدامة وشاملة، تسعى الجزائر من خلال سياساتها وخططها الوطنية إلى تعزيز حصة الطاقات المتجددة في مزيج الطاقة الوطني، بما يساهم في تنويع مصادر الإنتاج وتقليل الاعتماد على المحروقات. عملت الجزائر على وضع منظومة تشريعية وتنظيمية تهدف إلى تشجيع الاستثمار في هذا المجال، من خلال التطرق إلى المفاهيم الأساسية المرتبطة بالاستثمار والطاقة المتجددة، إضافة إلى عرض مختلف القوانين والهيئات والبرامج المعتمدة في مجال الطاقة المتجددة، من خلال تقديم الحوافز المالية والجبائي والامتيازات القانونية إضافة إلى توفير الضمانات اللازمة لحماية المستثمرين، كما تبنت أيضا عدت آليات تعاقدية حديثة، بما يسمح بتمويل مشاريع إنتاج الطاقة المتجددة وضمان استغلالها وتسويقها بصورة قانونية أمنة، يساهم هذا التوجه في تطوير مساهمة الطاقات النظيفة في المزيج الطاقوي الوطني وتحقيق الأمن الطاقوي وحماية البيئة. ....................................... Résumé: L’investissement dans les énergies renouvelables en Algérie est un pilier essentiel de la transition vers une économie verte et d’un développement durable et inclusif. À travers ses politiques et plans nationaux, l’Algérie vise à accroître la part des énergies renouvelables dans son mix énergétique, contribuant ainsi à diversifier ses sources de production et à réduire sa dépendance aux hydrocarbures. L’Algérie s’est employée à développer un cadre législatif et réglementaire visant à encourager l’investissement dans ce secteur. Ce cadre aborde les concepts fondamentaux liés à l’investissement et aux énergies renouvelables, présente les différentes lois, instances et programmes mis en place, et propose des incitations financières et fiscales ainsi que des avantages juridiques, tout en fournissant les garanties nécessaires à la protection des investisseurs. Elle a également adopté plusieurs mécanismes contractuels modernes permettant le financement de projets de production d’énergies renouvelables et assurant leur exploitation et leur commercialisation de manière légale et sécurisée. Cette approche contribue à développer la part des énergies propres dans le mix énergétique national, à garantir la sécurité énergétique et à protéger l’environnement.
