It is not limited to being a means of increasing production and creating wealth; rather, it goes beyond that to include improving living standards, creating job opportunities, and strengthening economic and social stability. Thus, investment has become a decisive factor in determining the ability of countries to achieve progress and integrate into the global economy. Moreover, digitalization has emerged as one of the most important modern mechanisms adopted by countries to improve the investment climate and enhance its effectiveness. It represents an indispensable tool for establishing transparency and combating various forms of bureaucracy and administrative corruption. The use of digital systems in managing and processing investment files helps accelerate procedures, simplify administrative processes, and reduce direct contact between the administration and the investor, thereby limiting administrative complexities and enhancing trust in institutions. .................................

الملخص يعد الاستثمار من الركائز الأساسية التي تقوم عليها عملية تحقيق النمو الاقتصادي ودفع عجلة التنمية المستدامة، خاصة في الدول النامية التي تسعى إلى تقليص الفجوة بينها وبين الدول المتقدمة. فهو لا يقتصر على كونه وسيلة لزيادة الإنتاج وخلق الثروة فحسب، بل يتجاوز ذلك ليشمل تحسين مستوى المعيشة، وتوفير مناصب الشغل، وتعزيز الاستقرار الاقتصادي والاجتماعي. حيث أصبح الاستثمار عاملا حاسما في تحديد مدى قدرة الدول على تحقيق التقدم والاندماج في الاقتصاد العالمي. كما برزت الرقمنة كأحد أهم الآليات الحديثة التي تعتمدها الدول لتحسين مناخ الاستثمار وتعزيز فعاليته، حيث تمثل أداة لا غنى عنها في ترسيخ مبدأ الشفافية ومحاربة مختلف مظاهر البيروقراطية والفساد الإداري. فالاعتماد على النظم الرقمية في تسيير ومعالجة ملفات الاستثمار يساهم في تسريع الإجراءات، وتبسيط المساطر الإدارية، وتقليص الاحتكاك المباشر بين الإدارة والمستثمر، وهو ما يحدّ من التعقيدات الإدارية ويعزز الثقة في المؤسسات. ..................................

Résumé L’investissement constitue l’un des piliers fondamentaux sur lesquels repose la réalisation de la croissance économique et la promotion du développement durable, notamment dans les pays en développement qui cherchent à réduire l’écart qui les sépare des pays développés. Il ne se limite pas à être un simple moyen d’augmenter la production et de créer de la richesse, mais va au-delà pour inclure l’amélioration du niveau de vie, la création d’emplois et le renforcement de la stabilité économique et sociale. Ainsi, l’investissement est devenu un facteur déterminant de la capacité des États à réaliser le progrès et à s’intégrer dans l’économie mondiale. Par ailleurs, la numérisation s’est imposée comme l’un des mécanismes modernes les plus importants adoptés par les États pour améliorer le climat des affaires et renforcer son efficacité. Elle constitue un outil indispensable pour ancrer le principe de transparence et lutter contre les différentes formes de bureaucratie et de corruption administrative. Le recours aux systèmes numériques dans la gestion et le traitement des dossiers d’investissement contribue à accélérer les procédures, à simplifier les démarches administratives et à réduire le contact direct entre l’administration et l’investisseur, ce qui limite les complexités administratives et renforce la confiance dans les institutions.
