Abstract

Abstract. The objective of this study was to identify the strategy adopted by the state to promote the export sector, particularly exports outside the hydrocarbon sector, and the role of the National Advisory Council for Export Promotion. Therefore, we sought to answer the following question: To what extent does the legal framework of the National Advisory Council for Export Promotion encompass its role in promoting exports the hydrocarbons sector? This study identified the concepts related to exporting, the motivations and problems of exporting in Algeria, as well as the state's strategy for promoting exports outside the hydrocarbon sector and its supporting bodies, most notably the National Advisory Council for Export Promotion, as an advisory body that accompanies executive authorities in supporting and promoting exports outside the hydrocarbon sector. ....................... ملخص المذكرة. لقد كان الهدف من وراء هذه الدراسة هو التعرف على الإستراتيجية التي إتبعتها الدولة في ترقية قطاع التصدير، وخاصة ترقية الصادرات خارج قطاع المحروقات، ودور المجلس الوطني الإستشاري لترقية الصادرات، وعليه أردنا الإجابة على إشكالية الموضوع المتمثلة في: ما مدى إستيعاب النظام القانوني للمجلس الوطني الإستشاري لترقية الصادرات لدوره في ترقية الصادرات خارج قطاع المحروقات؟ حيث تعرضت هذه الدراسة إلى تحديد المفاهيم المرتبطة بالتصدير ودوافع ومشاكل التصدير في الجزائر، وكذا إستراتيجية الدولة في ترقية الصادرات خارج قطاع المحروقات، والهيئات الداعمة لها وعلى رأسها المجلس الوطني الإستشاري لترقية الصادرات بإعتباره هيئة إستشارية ترافق السلطات التنفيذية في دعم وترقية الصادرات خارج قطاع المحروقات. ....................... Résume du mémoire L’objectif de cette étude est d’analyser la stratégie adoptée par l’État pour promotion du secteur des exportations, en particulier les exportations hors secteur des hydrocarbures, ainsi que le rôle du conseil national consultatif pour la promotion des exportations. Ainsi nous avons tenté de répondre à la problématique suivante Dans quelle mesure le système juridique du conseil national consultatif pour la promotion de l’exportation prend-il en compte son rôle dans la promotion des exportations hors secteur des hydrocarbures ? Cette étude s’est penchée sur définition des concepts lies à l’exportation, les motivation et les obstacle à l’exportation en Algérie, ainsi que sur stratégie de l’État en matière de promotion des exportation hors hydrocarbures et les organismes de soutien, en tant qu’organe consultatif accompagnant les pouvoirs exécutifs dans le soutien et la promotion des exportations hors secteur des hydrocarbures.
