Abstract

Abstract: In the light of global cultural ، social and political variables ،and in the context of concepts ، There has been a lot of talk about the concept of linguistic Security ،but in its new form, linguistic Security After we were witnessing only political, national ,water, and Food Security , it is no less important than all other types of Security. Our study therefore seeks to shed light on Arabic language security in accordance with UNICCO’s linguistic health standards. And examine the nature of the language policy adopted in the Arab countries, noting that the linguistic choice does not reside beyond the political choice and The letter, in turn, is inseparable from linguistic planning, because Arabic needs rational linguistic policies. And To achieve this objective and to disclose it, we have examined a series of legal texts and charters found in the Arab constitutions as well as regulation and recommendations produced by linguistic institutions ------------------------ الملخص: في ضوء المتغيرات الثقافية والاجتماعية والسياسية العالمية ، وفي ظل المرحلة الانتقالية للمفاهيم ،كثر الحديث مؤخرا عن مفهوم الأمن لكن بحلته الجديدة وهي الأمن اللغوي ، بعد ماكنا لانسمع إلا بالأمن السياسي والقومي والمائي والغذائي...إلخ، وهو لا يقل أهمية عن جميع أنواع الأمن الأخرى ، بل أصبح جزءا لا يتجزأ من أمن الدول ، وعليه تسعى دراستنا إلى تسليط الضوء على أمن اللّغة العربيّة وفقا لمعايير الصحة اللغويّة التي أقرتها منظمة اليونسكو ، وفحص طبيعة السياسة اللغويّة المعتمدة في البلاد العربيّة ، لنثبت أن الخيار اللغوي لا يستقيم بعيدا عن الخيار السياسي ، وهذا الأخير بدوره لا ينفصل عن التخطيط اللغوي ، فاللّغة العربيّة بحاجة إلى سياسات لغوية رشيدة ، ولبلوغ هذا الهدف والكشف عن ذلك قمنا بفحص مجموعة من النصوص والمواثيق القانونية الموجودة في الدساتير العربيّة، فضلا عن اللوائح والتوصيات التي تنتجها المؤسسات اللغويّة -------------------- Résumé :

À lumière des changements culturelles, sociales et politiques mondiales..et en cette phase de transition des concepts, on parle beaucoup récemment du concept de sécurité, mais avec une nouvelle dimension : la sécurité linguistique.. Auparavant..on n’entendait parler que de sécurité politique, nationale, économique, militaire, etc... Cependant, la sécurité linguistique n'est pas moins importante que les autres types de sécurité. Elle est devenue une partie intégrante de la sécurité des États. Et notre étude vise à mettre en lumière la sécurité de la langue arabe selon les critères de santé linguistique établis par l'UNESCO, en examinant la nature de la politique linguistique adoptée dans les pays arabes.. Elle prouve que le choix linguistique ne peut être dissocié du choix politique, ce dernier étant lui même inséparable de la planification linguistique. La langue arabe a besoin de politiques linguistiques éclairées ..Pour atteindre cet objectif et révéler ces politiques, nous avons examiné un ensemble de textes et de documents juridiques présents dans les constitutions arabes, ainsi que les règlements et recommandations produits par les institutions linguistiques
