Abstract

Abstract: This study addresses the methods of organizing and conducting entrance competitions for public employment in Algeria, as well as the oversight responsibilities assigned to the Public Service Inspectorates in this regard. It also aims to elucidate the regulatory role of the Public Service Inspectorate concerning the annual human resources management plan, in light of the updates introduced by the Algerian legislator, and its adaptation to developments in the field of human resources, particularly in relation to recruitment and the authorities of the Public Service Inspectorate. ---------------------- الملخـص عالجت هذه الدراسة موضوع كيفيات تنظيم واجراء مسابقات الدخول الى الوظيفة العامة في الجزائر، ومهام الرقابة الموكلة لمتفشيات الوظيفة العمومية في هذا الشأن. كما تهدف الى تبيان دور مفتشية الوظيفة العمومية الرقابي على المخطط السنوي لتسيير الموارد البشرية على ضوء ما جاء به المشرع الجزائري من خلال المستجدات الرقابية ومواكبتها للتطورات الحاصل في مجال الموارد البشرية سيما تعلق منها بالتوظيف وصلاحيات مفتشية الوظيفة العمومية. ------------------- Résumé :

Cette étude porte sur les modalités d'organisation et de déroulement des concours d'accès à l'emploi public en Algérie, ainsi que sur les responsabilités de contrôle confiées aux Inspections de la fonction publique en la matière. Il vise également à préciser le rôle réglementaire de l'Inspection de la fonction publique en matière de plan annuel de gestion des ressources humaines, à la lumière des mises à jour introduites par le législateur algérien, et son adaptation aux évolutions dans le domaine des ressources humaines, notamment en ce qui concerne le recrutement et les pouvoirs de l'Inspection de la fonction publique.
