Abstract

Abstract : This study aims to highlight Algeria's position in implementing the principles of good governance from the beginning of the third millennium to the present day. It analyzes the extent of Algeria’s commitment to key governance principles such as transparency, accountability, the rule of law, and effective government performance. The study also seeks to track the efforts made by the Algerian state to improve public administration mechanisms and strengthen oversight over its institutions, in light of the political, social, and economic transformations the country has undergone during this period. Relying on internationally recognized standards and indicators developed by specialized global organizations, the study evaluates the actual state of governance in Algeria, focusing on the reforms and practices implemented on the ground. The findings indicate that, while Algeria has made significant progress in some areas, it still faces major challenges in others, requiring intensified efforts to achieve effective governance that meets the expectations of its citizens. ........................ الملخص: تهدف هذه الدراسة إلى إبراز مكانة الجزائر في مجال تطبيق معايير الحكم الراشد منذ بداية الألفية الثالثة إلى اليوم، من خلال تحليل مدى التزامها بالمبادئ الأساسية التي تقوم عليها الحوكمة، مثل الشفافية، المساءلة، سيادة القانون، وفعالية الأداء الحكومي. كما تسعى إلى رصد الجهود المبذولة من طرف الدولة الجزائرية لتحسين آليات التسيير العمومي وتعزيز الرقابة على مؤسساتها، في ظل التحولات السياسية والاجتماعية والاقتصادية التي شهدتها خلال هذه الفترة. وقد تم الاعتماد على المعايير والمؤشرات الدولية المعتمدة من قبل منظمات عالمية متخصصة، بهدف تقييم الوضع الفعلي للحكم الراشد في الجزائر، مع التركيز على الممارسات والإصلاحات التي طُبقت على أرض الواقع. وتخلص الدراسة إلى أن الجزائر قطعت أشواطًا مهمة في بعض الجوانب، إلا أنها ما تزال تواجه تحديات حقيقية في مجالات أساسية، تستدعي تكثيف الجهود لتحقيق حوكمة فعّالة تستجيب لتطلعات المواطنين. ............................ Résumé : Cette étude vise à mettre en évidence la position de l’Algérie dans la mise en œuvre des principes de bonne gouvernance depuis le début du troisième millénaire jusqu’à nos jours. Il analyse l’étendue de l’engagement de l’Algérie envers les principes clés de gouvernance tels que la transparence, la responsabilité, l’état de droit et la performance gouvernementale efficace. L’étude cherche également à suivre les efforts déployés par l’État algérien pour améliorer les mécanismes d’administration publique et renforcer le contrôle de ses institutions, à la lumière des transformations politiques, sociales et économiques que le pays a subies au cours de cette période. En s’appuyant sur des normes et indicateurs internationalement reconnus développés par des organisations mondiales spécialisées, l’étude évalue l’état actuel de la gouvernance en Algérie, en se concentrant sur les réformes et pratiques mises en œuvre sur le terrain. Les résultats indiquent que, bien que l’Algérie ait réalisé des progrès significatifs dans certains domaines, elle reste confrontée à des défis majeurs dans d’autres, nécessitant des efforts accrus pour parvenir à une gouvernance efficace qui réponde aux attentes de ses citoyens.
