Abstract

Abstract: Public health is one of the most prominent topics on the international scene in general and Algeria in particular, given that the right to health is a right recognized in international conventions, and interests have grown in highlighting health protection and the prevention of communicable diseases and epidemics, especially during the outbreak of the Coronavirus Covid 19. This study has shown the responsibilities of the prevention services, including epidemics, represented by the central and local authorities, which are embodied in powers in the field of administrative control to maintain the public health system, and which exercise their functions through a set of means and methods authorized by the Constitution and the law, as they take the form of regulations, organizational decisions, and implementation. Jabri. .......................... ملخص المذكرة : الصحة العمومية من أبرز المواضيع المطروحة على الساحة الدولية عامة و الجزائر خاصة ، بإعتبار أن الحق في الصحة حق معترف به في المواثيق الدولية ، و لقد تنامت الاهتمامات بتسليط الضوء على الحماية الصحية و الوقاية من الأمراض السارية والأوبئة خاصة أثناء تفشي جائحة كورونا –كوفيد 19- لقد أظهرت هذه الدراسة مسؤوليات مصالح الوقاية من الأوبئة المتمثلة في السلطات المركزية و المحلية التي تجسدت في الصلاحيات في مجال الضبط الإداري للمحافظة على النظام العام الصحي ، و التي تمارس وظائفها عن طريق مجموعة من الوسائل والأساليب التي خولها الدستور و القانون تتخذ في شكل اللوائح و القرارات التنظيمية و التنفيذ الجبري .......................... Résumé La santé publique est l’un des sujets les plus importants sur la scène internationale en général et en Algérie en particulier, étant donné que le droit à la santé est un droit reconnu dans les conventions internationales, et que l’intérêt s’est accru pour mettre en avant la protection de la santé et la prévention des maladies transmissibles et des épidémies, notamment lors de l’épidémie du Coronavirus Covid 19. Cette étude a montré les responsabilités des services de prévention, y compris les épidémies, représentés par les autorités centrales et locales, qui sont incarnés par des pouvoirs dans le domaine du contrôle administratif pour maintenir le système de santé publique, et qui exercent leurs fonctions par un ensemble de moyens et de méthodes autorisés par la Constitution et la loi, sous forme de réglementations, décisions organisationnelles et mise en œuvre.
