Abstract

Digital transformation has become a necessity imposed by the development of information and communication technology means, to improve the efficiency of government institutions, and digital transformation contains several advantages such as reducing government corruption, and there are several steps for digital transformation such as the formation of digital infrastructure. The digital government has gone through four stages: the development of the Internet, enabling transactions Electronic, vertical and horizontal integration between government systems, the digital government also depends on several components, such as the availability of an integrated infrastructure, and digital transformation plays a major role in achieving new revenues. There is no doubt that Algeria is one of the countries that has taken many steps towards digital transformation, although this does not negate the existence of some obstacles. ............................................ لقد اصبح التحول الرقمي ضرورة يفرضها تطور وسائل تكنولوجيا الاعلام والاتصالات، لتحسين كفاءة المؤسسات الحكومية، والتحول الرقمي، يحتوي على عدة مزايا مثل تقليل الفساد الحكومي، وتوجد خطوات عدة للتحول الرقمي مثل تكوين البنية التحتية الرقمية وقد مرت الحكومة الرقمية بأربع مراحل هي الظهور على الانتترنيت،تمكين المعاملات الالكتًرونية، التكامل الرأسي والافقي بين الانظمة الحكومية، كذلك تعتمد الحكومة الرقمية على عدة مقومات مثل توافر بنية تحتية متكاملة، ويلعب التحول الرقمي دورا رئيسيا في برقيق ايرادات جديدة، كما يلاحظ ان الواقع القانوني لعملية التحول الرقمي ينقصه الكثير من التشريعات لإكمال الحماية القانونية بهذه العملية ولا شك ان الجزائر من الدول التي قامت بالعديد من التطورات للتحول الرقمي، وان كان هذا لا ينفي وجود بعض المعوقات.
