دور رأس المال الملائكي في تمويل المشاريع الريادية – دراسة تجربتي الولايات المتحدة الأمريكية والمملكة المغربية -

Abstract

Entrepreneurial projects are considered a cornerstone of the economy due to their effective role in promoting development, stimulating the economy, creating job opportunities, and improving the performance of the workforce by making them more qualified. However, despite their effectiveness, entrepreneurial projects face significant difficulties in obtaining financial resources in the early stages due to the high risks involved. Therefore, this study aims to introduce a mechanism of innovative financing called " angel capital ", which possesses features that align with the financial characteristics of entrepreneurial projects, especially in their early stages. This study found that angel investors play a significant role in financing entrepreneurial projects. They contribute not only their own funds but also their skills, experiences, networks, and knowledge in exchange for a portion of the value created by these projects. These advantages, among others, have contributed to the development of angel investor activity and the amount of capital invested in entrepreneurial projects, as demonstrated by experiences in the United States and Morocco. However, in Algeria, angel investor activity is almost non-existent due to the lack of a conducive environment and favorable conditions for this innovative financing activity. .............................. تعتبر المشاريع الريادية ركيزة من ركائز الاقتصاد لما لها من دور فعال في رفع عجلة التنمية وتنشيط الاقتصاد وخلق فرص عمل، وتحسين أداء اليد العاملة لتكون مؤهلة أكثر، وبالرغم من فعاليتها إلا أنها تعاني من صعوبات كبيرة في الحصول على الموارد المالية في المراحل المبكرة بسبب المخاطر العاليةالتي تتسم به، وبالتالي فإن هذه الدراسة تهدف إلى التعريف بآلية من آليات التمويل المستحدثة وهي ما يسمى بـــ "رأس المال الملائكي" الذي ينطوي على مميزات تجعله يتلاءم مع الخصائص المالية لمشاريع ريادة الأعمال خاصة في مراحلها المبكرة. وقد توصلت هذه الدراسة إلى أن المستثمرون الملائكة يلعبون دورا كبيرا في تمويل مشاريع ريادة الأعمال، حيث لا يساهمون بأموالهم الخاصة فقط وإنما يساهمون أيضا بمهاراتهم، خبراتهم، اتصالاتهم ومعرفتهم، وذلك مقابل جزء من القيمة التي تنشئها هذه المشاريع.إن هذه المزايا وأخرى، قد ساهمت في تطور نشاط المستثمرون الملائكة وحجم المبالغ المستثمرة في رأس مال المشاريع الريادية، وهذا ما أثبتته التجربتين الأمريكية والمغربية. أما بخصوص الجزائر، فإن نشاط المستثمرون الملائكة فيها يكاد يكون منعدما لعدم توفر البيئة والظروف المواتية لممارسة هذا النشاط التمويلي المستحدث. ..................................... Cependant, malgréleurefficacité, les projets entrepreneuriaux rencontrent des difficultésimportantes pour obtenir des ressources financières dans les premières étapes en raison des risquesélevésencourus. Par conséquent, cetteétudevise à introduire un mécanisme de financement innovantappelé »capital providentiel « , qui possède des caractéristiques qui s'alignentsur les caractéristiques financières des projets entrepreneuriaux, en particulier à leurs débuts. Cetteétude a révéléque les investisseurs providentiels jouentunrôle important dans le financement des projets entrepreneuriaux. Ilsapportent non seulementleurspropresfondsmaisaussileurs compétences, expériences, réseaux et connaissances en échanged'unepartie de la valeurcréée par cesprojets. Ces avantages, entre autres, ontcontribué au développement de l'activité des investisseurs providentiels et du montant des capitaux investis dans des projets entrepreneuriaux, comme en témoignent les expériences aux États-Unis et au Maroc. Cependant, en Algérie, l'activité des investisseurs providentiels est quasi inexistante en raison de l'absence d'un environnement propice et de conditions favorables à cette activité de financement innovante.
