Abstract

Summary of note: The Secretary-General of the country did not notice the necessary attention in the abolished municipal laws but recently has received the attention of the Algerian legislature and this is due to the problems arising from the misconduct of the local and the repeated failure of the elected councils to discharge their duties. That's why the legislator has given him a proper status and broad powers that have enabled him to supervise every big and small in the municipality. And he also worked to keep him away from political conflicts and to deny him a full-time candidacy for execution work and to ensure the revitalization of the municipal administration as an extension of the state organs and their representative at the level of independence. ................... ﻣﻠﺧص اﻟﻣذﻛرة : ﻟم ﯾﺣظ اﻷﻣﯾن اﻟﻌﺎم ﻟﻠﺑﻠدﯾﺔ ﺑﺎﻻﻫﺗﻣﺎم اﻟﻼزم ﻓﻲ ﻗواﻧﯾن اﻟﺑﻠدﯾﺔ اﻟﻣﻠﻐﺎة إﻻ اﻧﻪ ﻓﻲ اﻵوﻧﺔ اﻷﺧﯾرة ، ﺣظﻲ ﺑﺎﻫﺗﻣﺎم اﻟﻣﺷرع اﻟﺟزاﺋري وﻫذا راﺟﻊ ﻟﻠﻣﺷﺎﻛل اﻟﻣﺗرﺗﺑﺔ ﻋن ﺳوء اﻟﺗﺳﯾﯾر اﻟﻣﺣﻠﻲ واﻟﻔﺷل اﻟﻣﺗﻛرر ﻟﻠﻣﺟﺎﻟس اﻟﻣﻧﺗﺧﺑﺔ ﻓﻲ ﻗﯾﺎﻣﻬﺎ ﺑواﺟﺑﺎﺗﻬﺎ .. .اﻟﺦ اﻟﺗﻲ ﺣﺎﻟت دون اﻟﺳﯾر اﻟﺣﺳن ﻟﻬذا اﻟﻣرﻓق اﻟﺣﯾوي و ﺗدﻫور اﻹطﺎر اﻟﻣﻌﯾﺷﻲ ﻟﻠﻣواطن ﻣﺎ ﻓﺗﺢ اﻷﺑواب أﻣﺎم اﻷﻣﯾن اﻟﻌﺎم ﻟﻠﺑﻠدﯾﺔ ﺣﯾث اﻋﺗﺑرﻩ ،وﻟﻬذا ﻧﺟد المشرع ﻣﻧﺣﻪ ﻣﻛﺎﻧﺔ ﻣﻧﺎﺳﺑﺔ وﺻﻼﺣﯾﺎت واﺳﻌﺔ ﻣﻛﻧﺗﻪ ﻣن اﻹﺷراف ﻋﻠﻰ ﻛل ﻛﺑﯾرة وﺻﻐﯾرة ﻓﻲ البلدية ، ﻛﻣﺎ ﻋﻣل ﻋﻠﻰ إﺑﻘﺎءﻩ ﺑﻌﯾدا ﻋن اﻟﺻراﻋﺎت اﻟﺳﯾﺎﺳﯾﺔ و ﺣرﻣﺎﻧﻪ ﻣن اﻟﺗرﺷﺢ ﻟﯾﺗﻔرغ ﻓﻘط ﻟﻠﻌﻣل اﻟﺗﻧﻔﯾذي وﻟﯾﺿﻣن ﺗﻧﺷﯾط اﻹدارة اﻟﺑﻠدﯾﺔ ﻛﺎﻣﺗداد ﻷﺟﻬزة اﻟدوﻟﺔ و ﻣﻣﺛﻼ ﻟﻬﺎ ﻋﻠﻰ ﻣﺳﺗوى إﻗﻠﯾﻣﻬﺎ . ................... Résumé de la note : Le Secrétaire général du pays n’a pas remarqué l’attention nécessaire dans les lois municipales abolies mais a récemment reçu l’attention du législateur algérien et cela est dû aux problèmes découlant de l’inconduite du local et de l’échec répété du des conseils élus pour s’acquitter de leurs fonctions. C’est pourquoi le législateur lui a accordé un statut et des pouvoirs étendus qui lui ont permis de superviser tous les grands et petits de la municipalité. Et il a également travaillé pour le tenir à l’écart des conflits politiques et de lui refuser une candidature à temps plein pour le travail d’exécution et d’assurer la revitalisation de l’administration municipale comme une extension des organes de l’État et de leur représentant au niveau de l’indépendance.
