Abstract

Summary: The Inspectorate of Public Servants is a local administrative body located at the level of each state, entrusted by several Powers such as censorship, which are exercised in order to ensure that rules and regulations are in conformity with resolutions and decisions issued by the authority having power of appointment. Through this study, we have addressed the stages of formation of the Inspectorate of Public Servants. and then we touched upon the Inspector's definition and structural organization consisting of the Chief Inspector of the Public Service and the Chief or Chief Inspector of the Assistant Public Service and observers as well as the Corps of Inspectors of the Public Service, We also experienced the distinction of this device from other structures s powers under a number of execution decrees. Finally, through the above we have reached a series of findings, as well as some important recommendations. .................... الملخص: مفتشیة الوظیفة العمومیة جهاز إداري محلي موجودة على مستوى كل ولایة، أنیطت بها عدة صلاحیات من بینها الرقابة، والتي تمارس من أجل التأكد من مطابقة القواعد والأحكام التنظیمیة والقانونیة مع القرارات و المقررات التي تصدرها السلطة التي لها صلاحیة التعیین. ومن خلال هذه الدراسة تناولنا مراحل نشأة مفتشیة الوظیفة العمومیة، ثم تطرقنا إلى تعریف المفتشیة وتنظیمها الهیكلي المتكون من رئیس مفتشیة الوظیفة العمومیة ورئیس أو رؤساء مفتشیة الوظیفة العمومیة المساعدین و مراقبون بالإضافة إلى سلك مفتشي الوظیفة العمومیة، كما تعرضنا إلى تمییز هذا الجهاز عن غیره من الهیئات الأخرى، دون أن ننسى الصلاحیات المخولة لها وذلك بموجب العدید من المراسیم التنفیذیة. وفي الأخیر لقد توصلنا من خلال ما سبق ذكره إلي مجموعة من النتائج، وكذلك بعض التوصیات المهمة. ........................ Résumé : L’Inspection des fonctionnaires est un organisme administratif local situé au niveau de chaque État, chargé par plusieurs Des pouvoirs tels que la censure, qui sont exercés afin de s’assurer que les règles et règlements sont conformes aux résolutions et décisions émises par l’autorité ayant le pouvoir de nomination. Dans le cadre de cette étude, nous avons abordé les étapes de la formation de l’Inspectorat des fonctionnaires. puis nous avons abordé la définition et l’organisation structurelle de l’inspecteur, qui comprend l’inspecteur en chef de la fonction publique, le chef ou l’inspecteur en chef adjoint de la fonction publique et les observateurs ainsi que le Corps des inspecteurs de la fonction publique, Nous avons également fait l’expérience de la distinction entre ce dispositif et les pouvoirs d autres structures en vertu d un certain nombre de décrets d exécution. Enfin, à travers ce qui précède, nous sommes parvenus à une série de conclusions, ainsi que quelques recommandations importantes.
