dc.description.abstractSummary: The memorandum under study dealt with the legal status of Arab League employees, by specifying the nature of the job relationship that binds the employee to the League of Arab States, which is an organizational nature; where the beginning of this relationship was touched by knowing the principles and conditions that must be met for the appointment of employees at the League of Arab States. The various methods of recruitment that varied according to the job positions of the employees were also shed light, in addition to explaining the reasons for the termination of the functional relationship between the League of Arab States and its employees, and the study also dealt with the implications of the end of this Relationship. In the second chapter of the memorandum under study, the legal implications of the functional relationship between the League of Arab States and its employees were dealt with, through the financial and other rights granted to it, and the positive and negative obligations resulting from it, in addition to the immunities granted by the League of Arab States, and privileges for their employees, while adhering to the limits of these immunities. In the case of their misuse it, measures are taken against them related to lifting, waiving, or deporting immunity. Were also covered the responsibility arising from employees' breach of their duties, and the disciplinary penalties that result from them, as a result of this breach. .................... ﻣﻠﺧص: اﻟﻣذﻛرة ﻣﺣل اﻟدراﺳﺔ ﺗﻧﺎوﻟت ﻣوﺿوع اﻟﻣرﻛز اﻟﻘﺎﻧوﻧﻲ ﻟﻣوظﻔﻲ ﺟﺎﻣﻌﺔ اﻟدول اﻟﻌرﺑﯾﺔ، ﻣن ﺧﻼل ، ﺗﺣدﯾد طﺑﯾﻌﺔ اﻟﻌﻼﻗﺔ اﻟوظﯾﻔﯾﺔ اﻟﺗﻲ ﺗرﺑط اﻟﻣوظف ﺑﺟﺎﻣﻌﺔ اﻟدول اﻟﻌرﺑﯾﺔ واﻟﺗﻲ ﺗﻌﺗﺑر ذات طﺑﯾﻌﺔ ﺗﻧظﯾﻣﯾﺔ ﺣﯾث ﺗم اﻟﺗطرق إﻟﻰ ﺑداﯾﺔ ﻫذﻩ اﻟﻌﻼﻗﺔ ﻣن ﺧﻼل ﻣﻌرﻓﺔ اﻟﻣﺑﺎدئ واﻟﺷروط اﻟواﺟب ﺗواﻓرﻫﺎ ﻟﺗﻌﯾﯾن ﻣوظﻔﯾن ﻛﻣﺎ ﺗم ﺗﺳﻠﯾط اﻟﺿوء ﻋﻠﻰ اﻷﺳﺎﻟﯾب اﻟﻣﺧﺗﻠﻔﺔ للتعيين اﻟﺗﻲ ﺗﻧوﻋت ﺑﺣﺳب اﻟﻣراﻛز اﻟوظﯾﻔﯾﺔ ﻟﻠﻣوظﻔﯾن، ﺑﺎﻹﺿﺎﻓﺔ إﻟﻰ ﺗﺑﯾﺎن أﺳﺑﺎب اﻧﺗﻬﺎء اﻟﻌﻼﻗﺔ اﻟوظﯾﻔﯾﺔ ﺑﯾن ﺟﺎﻣﻌﺔ اﻟدول اﻟﻌرﺑﯾﺔ وﻣوظﻔﯾﻬﺎ، ﻛﻣﺎ ﺗﻧﺎوﻟت اﻟدراﺳﺔ اﻵﺛﺎر اﻟﻣﺗرﺗﺑﺔ ﻋن ﻧﻬﺎﯾﺔ ﻫذﻩ اﻟﻌﻼﻗﺔ. ﻓﻲ اﻟﻔﺻل اﻟﺛﺎﻧﻲ ﻣن اﻟﻣذﻛرة ﻣﺣل اﻟدراﺳﺔ ﺗم اﻟﺗطرق ﻟﻶﺛﺎر اﻟﻘﺎﻧوﻧﯾﺔ اﻟﻣﺗرﺗﺑﺔ ﻋن اﻟﻌﻼﻗﺔ اﻟوظﯾﻔﯾﺔ ﺑﯾن ﺟﺎﻣﻌﺔ اﻟدول اﻟﻌرﺑﯾﺔ وﻣوظﻔﯾﻬﺎ، ﻣن ﺧﻼل ﻣﺎ ﯾﻣﻧﺢ ﻟﻪ ﻣن ﺣﻘوق ﻣﺎﻟﯾﺔ وﻏﯾرﻫﺎ، وﻣﺎ ﯾﺗرﺗب ﻋﻠﯾﻪ ﻣن اﻟﺗزاﻣﺎت إﯾﺟﺎﺑﯾﺔ وأﺧرى ﺳﻠﺑﯾﺔ، ﻫذا ﺑﺎﻹﺿﺎﻓﺔ إﻟﻰ ﻣﺎ ﺗﻣﻧﺣﻪ ﺟﺎﻣﻌﺔ اﻟدول اﻟﻌرﺑﯾﺔ ﻣن ﺣﺻﺎﻧﺎت واﻣﺗﯾﺎازت ﻟﻣوظﻔﯾﻬﺎ، ﻣﻊ اﻟﺗزاﻣﻬم ﺑﺣدود ﻫذﻩ اﻟﺣﺻﺎﻧﺎت، وﻓﻲ ﺣﺎﻟﺔ إﺳﺎءة اﺳﺗﺧداﻣﻬﺎ ﺗﺗﺧذ ﺿدﻫم إﺟراءات ﺗﺗﻌﻠق ﺑرﻓﻊ اﻟﺣﺻﺎﻧﺔ أو اﻟﺗﻧﺎزل ﻋﻧﻬﺎ أو إﺑﻌﺎدﻫم .ﻛﻣﺎ ﺗم ﺗﻧﺎول اﻟﻣﺳؤوﻟﯾﺔ اﻟﻣﺗرﺗﺑﺔ ﻋن إﺧﻼل اﻟﻣوظﻔﯾن ﺑواﺟﺑﺎﺗﻬم، وﻣﺎ ﯾﺗرﺗب ﻋﻠﯾﻬم ﻣن ﻋﻘوﺑﺎت ﺗﺄدﯾﺑﯾﺔ، ﻧﺗﯾﺟﺔ ﻫذا اﻹﺧﻼل. .................... Résumé : Le mémorandum en question portait sur le statut juridique du personnel de la Ligue des États arabes. Le début de cette relation est abordé en connaissant les principes et les conditions à remplir pour la nomination des employés. Les différentes méthodes de recrutement sont également mises en évidence, qui varient selon les postes du personnel. En plus d’identifier les raisons de la cessation de la relation de travail entre la Ligue des États arabes et son personnel, l’étude a également examiné les implications de la fin de cette relation. Les implications juridiques de la relation entre le personnel de la Ligue des États arabes et son personnel ont été abordées au chapitre II du mémorandum à l’étude. par des droits financiers et autres, et des obligations positives et négatives qui en découlent en plus des immunités et privilèges accordés par la Ligue des États arabes à ses employés, Avec leur respect des limites de ces immunités, et en cas d’abus, Ils sont poursuivis pour la levée, la levée ou la levée de l’immunité. La responsabilité pour manquement aux devoirs des employés et les sanctions punitives qu’ils entraînent sont également traitées à la suite d’un tel manquement.
