Abstract

Abstract: The Algerian constitutional founder enshrined the principle of the separation of legislative and executive powers, and clarified the relationship between the government and parliament in order to highlight effective partisan oversight of government action. Algeria has witnessed several political transformations due to the political and social changes the country has undergone. These shifts prompted the constitutional institution to take various measures to strengthen the principle of separation of powers and impose strict conditions on the establishment of political parties. Moreover, the government sought to provide greater space for political media, encourage freedom of expression, and open dialogue with civil society with the aim of adopting the principle of participatory democracy. ............................ ملخص: كرس المؤسس الدستوري الجزائري مبدأ التعاون بين السلطتين التنفيذية والتشريعية وتوضيح العلاقة التي تربط بين الحكومة والبرلمان لأبرز رقابة حزبية فعالة على عمل الحكومة. حيث شهدت الجزائر عدة تحولات سياسية بناءا على التغيرات السياسية والاجتماعية التي مرت بها البلاد حيث دفعت بالمؤسس الدستوري الى اتخاذ عدة اجراءات لتعزيز مبدأ الفصل بين السلطات ووضع شروط صارمة على تأسيس الاحزاب السياسية، كما سعت الحكومة الى توفير مساحة أكبر الى وسائل الاعلام السياسية وتشجيع على حرية التعبير وفتح مجال الحوار مع المجتمع المدني بهدف تبني مبدأ الديمقراطية التشاركية. ............................. Résumé : Le fondateur constitutionnel algérien a établi le principe de coopération entre les pouvoirs exécutif et législatif et clarifié la relation entre le gouvernement et le Parlement afin d’assurer le contrôle partisan efficace le plus important du travail du gouvernement. L’Algérie a connu plusieurs transformations politiques basées sur les changements politiques et sociaux que le pays a traversés, qui a incité le fondateur constitutionnel à prendre plusieurs mesures pour renforcer le principe de la séparation des pouvoirs et fixer des conditions strictes pour l’établissement des partis politiques. Le gouvernement a également cherché à donner plus d’espace aux médias politiques et à encourager la liberté d’expression. Et à ouvrir le champ du dialogue avec la société civile dans le but d’adopter le principe de la démocratie participative.
