دور التكنولوجيا الحديثة في تحسين العملية الانتخابية

Abstract

Abstract: Algeria has recently witnessed important transformations accompanied by constitutional reforms that had legal repercussions on the electoral system aimed at ensuring the protection and integrity of the electoral process from any attack that negatively affects its integrity and credibility. Despite the continuous and rapid development that the technology of the electoral process has undergone, Algeria did not adopt it in its political system. On the other hand, the countries of the world have been subject to dependence on information devices and programs and various modern technological means that are used to obtain an electoral process in a quick and easy way. The electoral process technology has several benefits due to the advantages it provides to voters who use it in their public and practical lives, as it allows to perform electoral work within a short period of time and gain time and effort, regardless of the wide scope of the elections, but it is done accurately using technology. .................. ملخص المذكرة. شهدت الجزائر مؤخرا تحوّلات هامة صاحبتها إصلاحات دستورية كانت لها انعكاسات قانونية على المنظومة الانتخابية تهدف إلى ضمان حماية وسلامة العملية الانتخابية من أي اعتداء يؤثر سلبا على نزاهتها ومصداقيتها. ورغم التطور المستمر والمتسارع الذي مرّت به تكنولوجيا العملية الانتخابية إلَّا أنّ الجزائر لم تعتمده في نظامها السياسي وبالمقابل خضعت دول العالم إلى الاعتماد على الأجهزة والبرامج المعلوماتية ومختلف الوسائل التكنولوجية الحديثة التي تستخدم للحصول على عملية انتخابية بطريقة سريعة وسهلة. كما أن لتكنولوجيا العملية الانتخابية عدة فوائد بسبب المزايا التي توفرها للناخبين الَّذِين يستخدمونها في حياتهم العامة والعملية، حيث تسمح بأداء عمل انتخابي خلال فترة زمنية قصيرة وربح الوقت والجهد وبغض النظر عن المجال الواسع للانتخابات إلّا أنّها تتم بصورة دقيقة باستخدام التكنولوجيا . .................. Résumé : L’Algérie a récemment subi des transformations importantes accompagnées de réformes constitutionnelles qui ont eu des répercussions juridiques sur le système électoral visant à assurer la protection et l’intégrité du processus électoral contre toute agression qui affecte négativement sur son intégrité et sa crédibilité. Malgré le développement continu et accéléré de la technologie du processus électoral, l’Algérie ne l’a pas adopté dans son système politique. En revanche, les pays du monde ont été soumis à la dépendance du matériel et des logiciels d’information et de divers moyens technologiques modernes utilisés pour obtenir un processus électoral d’une manière rapide et facile. La technologie du processus électoral présente également plusieurs avantages en raison des avantages qu’elle procure aux électeurs qui l’utilisent dans leur vie publique et pratique, où elle permet aux travaux électoraux d’être effectués dans un court laps de temps et de gagner du temps et des efforts, indépendamment de la portée des élections, mais cela se fait précisément en utilisant technologie.
