Abstract

Summary: In recent decades, especially in the third millennium, the world has witnessed a tremendous revolution in scientific and technological communications that has transformed human life and become an essential and reliable pillar of economic and social development. In a period when the world knows an unprecedented leap and shift from a material world based on matter to a digital world based in a virtual environment, governments have had to keep pace with these changes and devise new concepts that fit them. Through this paper our study was aimed at highlighting the results of introducing and applying e-governance techniques to local administration offices (local communities), or the establishment of new offices in line with the requirements of this technique at the biometric interest level, In the local administration where through this research we tracked the stages of issuing the national biometric identification card and passport as a public administrative service project developed by electronic management techniques This project is part of Algeria's e-strategy, aimed at improving the quality and methods of providing administrative public service to citizens and bringing the administration closer to them. and an attempt by the State to lay the foundations of good governance. ...................... الملخص : لقد عرف العالم في العقود الأخيرة، خاصة في اُلأُلفية الثالثة، ثورة هائلة في مجال الاتصالات العلمية والتكنولوجية التي أحدثت تغيير في الحياة اليومية للإنسان و أصبحت من الركائز الجوهرية والمعول عليها في إحداث التنمية الاقتصادية والاجتماعية. في الفترة التي يعرف فيها العالم قفزة و نقلة غير مسبوقة من عالم مادي قائم على المادة إلى عالم رقمي قائم في بيئة افتراضية كان لزاما على الحكومات مجاراة هذه التغيرات و ابتكار مفاهيم جديدة تتلاءم معها. إنَّ التطور الكبير الحاصل في مجال تكنولوجيا الإعلام و الاتصال، و الذي امتد تأثيره إلى كافة جوانب الحياة العامة، احدث تغييرا جوهريا في شكل و دور الإدارات و الأجهزة الحكومية و علاقاتها مع بعضها البعض و مع المواطنين ،و هذا ما استلزم ظهور مفهوم الإدارة الإلكترونية التي تهدف أساسا إلى تحسين علاقة الإدارة بالمواطنين من خلال تسهيل عملية الاتصال و تقديم خدمات عمومية إلكترونية إليهم. ومن هنا كان لا بد من العزوف عن فكرة الإدارة التقليدية، و الاتجاه إلى ما يعرف بالإدارة الإلكترونية. من خلال هذه الورقة البحثية دراستنا كانت تهدف إلى إبراز نتائج إدخال وتطبيق تقنيات الإدارة الإلكترونية على مكاتب الإدارة المحلية (الجماعات المحلية ) ، أو إحداث مكاتب جديدة تتماشى ومتطلبات هذه التقنية مستوى المصلحة البيومترية ، في الإدارة المحلية حيث تتبعنا من خلال هذا البحث مراحل استصدار بطاقة التعريف الوطنية البيومترية وجواز السفر وهما كمشروع خدمة عمومية إدارية مطورة بواسطة تقنيات الإدارة الإلكترونية ، وهذا المشروع يدخل في إطار إستراتيجية الجزائر الإلكترونية ،الهادفة إلى تحسين جودة وطرق تقديم الخدمة العمومية الإدارية للمواطن وتقريب الإدارة منه . ومحاولة من الدولة لإرساء دعائم الحكم الراشد . ......................

Résumé : Au cours des dernières décennies, en particulier au cours du troisième millénaire, le monde a connu une révolution considérable dans les communications scientifiques et technologiques qui a transformé la vie humaine et est devenue un pilier essentiel et fiable du développement économique et social. À une époque où le monde connaît un saut et un glissement sans précédent d’un monde matériel basé sur la matière vers un monde numérique basé sur un environnement virtuel, les gouvernements ont dû suivre le rythme de ces changements et concevoir de nouveaux concepts qui leur correspondent. Le grand développement dans le domaine des technologies de l’information et de la communication L’impact sur tous les aspects de la vie publique a fondamentalement changé la forme et le rôle des ministères et organismes gouvernementaux et leurs relations entre eux et avec les citoyens. D la relation avec les citoyens en facilitant la communication et en leur fournissant des services publics électroniques. Par conséquent, l’idée de gouvernance traditionnelle et la tendance à ce qu’on appelle la gouvernance électronique ont dû être découragées. À travers cet article, notre étude visait à mettre en évidence les résultats de l’introduction et de l’application de techniques de gouvernance électronique aux bureaux administratifs locaux (communautés locales), ou l’établissement de nouveaux bureaux conformes aux exigences de cette technique au niveau de l’intérêt biométrique, Dans l’administration locale où, grâce à cette recherche, nous avons suivi les étapes de la délivrance de la carte d’identité biométrique nationale et du passeport en tant que projet de service administratif public développé par des techniques de gestion électronique Ce projet fait partie de laCette stratégie vise à améliorer la qualité et les méthodes de prestation du service public administratif aux citoyens et à rapprocher l’administration de ceux-ci. et une tentative de l’État de jeter les bases d’une bonne gouvernance.
