دور الهيكل المالي في اتخاذ القرارات بالمؤسسة الإقتصادية – دراسة حالة مطاحن بلغيث - مداوروش - سوق أهراس للفترة 2017-2019

Abstract

This study aims to show the role of the financial structure as a mechanism for making financial decisions in the economic institution،and an attempt to drop the study on "the balghith mills corporation-madawrouch-souk ahras-" and that is through the study and analysis of its financial statements for a period of threeyears ( - - 9102 9102 9102). Based on financial diagnostic tools the indicators of financial balance،financial ratios in addition to the effect of financial leverage،thisis to find out the impact of the organization’sfinancing sources on making its financial decisions from the investment decision،financing and profit distribution. Where the study concluded that the institution under study achieved a positive working capital during the threeyears of the study، but itcould not meet the needs، and thisis due to the reliance on bankadvances, whichled to the treasury balance beingnegative, in addition to the institution'sdependence on debts more thanprivatefunds. This led to a lack of financial independence in addition to problems In the short-term repayment and the negative leverage effect، all of this indicates that the institution is financially unbalanced. Despite this، it was able to achieve a positive economic value. The study concluded with a set of recommendations، the most important of which was that the institution should choose a rational method that ensures the provision of appropriate financial resources necessary to carry out its activity and cover its needs. The financial management of the institution must have sufficient capabilities and skills to compare between the available financing sources، by training and qualifying managers and Those responsible for the optimal and efficient use of it، in addition to the fact that the institution must significantly reduce its dependence on debt. .............................................. تهدف هذه الدراسة الى تبيان دور الهيكل المالي كآلية لاتخاذ القرارات المالية في المؤسسة الاقتصادية ،ومحاولة اسقاط الدراسة على مؤسسة "مطاحن بلغيث مداوروش سوق اهراس " وذلك من خلال دراسة وتحليل قوائمها المالية لفترة ثلاث سنوات) 2017 2018 (.حيث حاولنا من خلال هذه الدراسة دراسة العلاقة بين القرارات المالية للم ؤسسة وهيكلها المالياعتمادا على أدوات التشخيص المالي والمتمثلة في: مؤشرات التوازن المالي، النسب المالية إضافة إلى أثر الرفع المالي والقيمة الاقتصادية المضافة، وذلك لمعرفة مدى تأثير تركيبة المصادر التمويلية بالمؤسسة على اتخاذ قراراتها المالية من: قرار الاستثمار، قرار التمويل وكذلك قرار توزيع الأرباح . توصلت الدراسة إلى أن مؤسسة "مطاحن بلغيث"حاولت تنويع هيكلها المالي و الحصول على هيكل مالي أمثل يسمح لها بتحقيق أعلى العوائد بأقل التكاليف. حيث حققت مؤسسة "مطاحن بلغيث" رأسمال عامل موجب خلال السنوات الثلاثة من الدراسة إلا أنه لم يستطع تلبية الاحتياجات وهذا راجع إلى الاعتماد على السلوفات المصرفية فأصبح رصيد الخزينة سالبا. بالإضافة إلى اعتماد المؤسسة على الديون أكثر من الأموال الخاصة، الأمر الذي أدى إلى عدم وجود إستقلالية مالية للمؤسسة. كذلك تعاني المؤسسة من مش اكل في التسديد على المدى القريب وأثر الرفع المالي كان سالب كل هذا يدل على أن المؤسسة غيرمتوازنة ماليا. وعلى الرغم من هذا فقد استطاعت أن تحقق قيمة إقتصادية مضافة موجبة. و قد خلصت الدراسة إلى مجموعة من التوصيات كان من أهمها أن على المؤسسة إختيار طريقة عقلانية تضمن توفير الموارد المالية المناسبة واللازمة لمزاولة نشاطها وتغطية إحتياجاتها ، لابد أن تتوفر لدى الإدارة المالية للمؤسسة القدرات الكافية و المهارات للمفاضلة بين المصادر التمويلية المتاحة، وذلك بتدريب وتأهيل المسيرين و المسؤولين على الإستغلال الأمثل والكفء لها بالإضافة الى أنه يجب على المؤسسة تقليل إعتمادها على الديون بشكل كبير.
