دور البلدية في تفعيل التنمية المحلية في الجزائر

Abstract

Abstract: The municipality is considered an embodiment of decentralization, Its aim is to meet the specific needs of the citizens and to promote comprehensive local development, The legislator therefore recognized the need to reflect this development through the powers granted to its constituents according to Law 11-10. However, the reality is that there are several difficulties that prevent the municipality from realizing its local development, This is due to several obstacles that lie mainly in the nature of the relationship between the local authorities and the central authorities and between the municipality and its local reality, Therefore, the municipality must adjust its financial field and reform its system in order to reach the desired development. ............... ملخص: تعتبر البلدية صورة مجسدة للامركزية، هدفها هو تلبية الاحتياجات النوعية للمواطن والنهوض بالتنمية المحلية الشاملة، وعليه اقر المشرع ضرورة تجسيد هذه التنمية من خلال الصلاحيات التي منحها للهيئات المكونة لها وفق القانون 11-10. إلا أن الواقع يفرز عدة صعوبات تحول دون تحقيق البلدية لتنميتها المحلية، وذلك راجع لعدة عراقيل تكمن أساسا في طبيعة العلاقة بين الهيئات المحلية والسلطات المركزية وما بين البلدية وواقعها المحلي وعليه يتحتم على البلدية أن تقوم بضبط مجالها المالي وإصلاح منظومتها للوصول الى تحقيق التنمية المنشودة. ...................

Résumé : La municipalité est considérée comme un reflet de la décentralisation, dont l’objectif est de répondre aux besoins qualitatifs du citoyen et de promouvoir un développement local global. Le législateur reconnaît donc que cette évolution doit se refléter dans les pouvoirs conférés à ses organes constitutifs par la loi 11.10. Cependant, il existe un certain nombre d’obstacles à la réalisation par la municipalité de son développement local, en raison d’un certain nombre d’obstacles, principalement de la nature de la relation entre les autorités locales et les autorités centrales et entre la municipalité et sa réalité locale. Il est donc impératif que la municipalité réglemente son espace financier et réforme son système afin de réaliser le développement souhaité.
