Summary: The local administration constitutes the essential building block in the field of reserving the environment with its various elements, that due to its proximity to the citizen and knowing the privacy of each region of the country. Where the Algerian legislator granted it a full range of powers and functions appear through the environmental legislative system, the various laws and regulations on the one hand, and the involving of the local external interests in achieving the goals that have been set of environmental protection on the other hand. As It's also part of a set of legal and administrative mechanisms to protect the environment and its various elements, used by the local administration to enshrine effective environmental protection, whether before the start of the activity or after it. ..................... ملخص تشكل الإدارة المحلية اللبنة الأساسية في مجال المحافظة على البيئة بمختلف عناصرها، ذلك لقربها من المواطن و درايتها بخصوصية كل اقليم من أقاليم الدولة. حيث منحها المشرع الجزائري جملة من الصلاحيات الواسعة والمهام تظهر من خلال المنظومة التشريعية البيئية القوانين والتنظيمات المختلفة من جهة واشراك المصالح الخارجية المحلية في تحقيق الأهداف المرسومة في مجال حماية البيئة من جهة أخرى. كما مكنها من جملة من الآليات القانونية والادارية لحماية البيئة ومختلف عناصرها تستعملها الادارة المحلية لتجسيد حماية بيئية فعالة سواء قبل مباشرة النشاط أو بعد مباشرته. ...................... Résumé L’administration locale est la pierre angulaire dans le domaine de la conservation de l’environnement dans ses différentes composantes, car elle est proche du citoyen et connaît la spécificité de chacun des territoires de l’État. Le législateur algérien lui a accordé un certain nombre de pouvoirs et de tâches larges, qui se reflètent dans le système législatif environnemental dans diverses lois et réglementations, d’une part, et dans la participation des intérêts extérieurs nationaux à la réalisation des objectifs établis dans le domaine de la protection de l’environnement, d’autre part. Il a également permis à l’administration locale d’utiliser une série de mécanismes juridiques et administratifs de protection de l’environnement et de ses diverses composantes pour assurer une protection efficace de l’environnement, tant avant qu’après le début de l’activité.
