Evaluation de la politique laitière en Algérie: cas de la wilaya de Souk Ahras

Abstract

The high volatility of world prices has weakened the Algerian dairy policy, questioning the intervention of the State in the regulation of the sector. This intervention is manifested at all levels of the industry both in direct aid, in the form of premiums, and in the regulation of the price of industrial base milk, which is an essential food for the majority of the population. The main objective is the évaluations of the dairy policy in Alegria case of wilaya of Souk Ahras, maintaining a social policy by supporting the price of the basic product. We will analyze the effectiveness of these regulatory mechanisms on the results of the milk sector, his ability to respond sustainably not only to the growing needs of the local market, but also to stable and relatively low prices................................ إن ارﺗﻔﺎع ﻣﻌﺪل اﻷﺳﻌﺎر اﻟﻌﺎﻟﻤﯿﺔ ﺿﻌﻒ ﻣﻦ أﺛﺮ اﻟﺴﯿﺎﺳﺔ اﻟﺠﺰاﺋﺮﯾﺔ ﻋﻠﻰ ﻗﻄﺎع اﻟﺤﻠﯿﺐ و ﻣﺸﺘﻘﺎﺗﮫ، ﻣﻤﺎ طﺮح اﻟﻜﺜﯿﺮ ﻣﻦ اﻟﺸﻜﻮك ﺣﻮل ﺗﺪﺧﻞ اﻟﺪوﻟﺔ ﻓﻲ ﺗﻨﻈﯿﻢ اﻟﻘﻄﺎع. ﯾﺘﺠﻠﻰ ھﺬا اﻟﺪﻋﻢ ﻋﻠﻰ ﻛﺎﻓﺔ اﻟﻤﺴﺘﻮﯾﺎت ﺣﯿﺚ ﻧﺠﺪھﺎ ﻋﺒﺎرة ﻋﻦ ﻣﺴﺎﻋﺪات ﻣﺒﺎﺷﺮة ﻓﻲ ﺷﻜﻞ ﻣﻜﺎﻓﺂت، إﺿﺎﻓﺔ إﻟﻰ ﺗﺤﺪﯾﺪ اﻟﺴﻌﺮ اﻟﻘﺎﻋﺪي ﻟﻠﺤﻠﯿﺐ اﻟﺬي ﯾﻌﺘﺒﺮ ﻏﺬاء أﺳﺎﺳﻲ ﻟﻤﻌﻈﻢ اﻟﺴﻜﺎن. اﻟﮭﺪف ﻣﻦ ھﺬه اﻟﺪراﺳﺔ ھﻮ ﺗﻘﯿﯿﻢ اﻟﺴﯿﺎﺳﺔ اﻟﻤﺘﺒﻌﺔ ﻓﻲ ھﺬا اﻟﻘﻄﺎع و أﺛﺮھﺎ ﻋﻠﻰ اﻟﻤﺴﺘﻮى اﻟﻤﺤﻠﻲ " وﻻﯾﺔ ﺳﻮق أھﺮاس"، واﻟﺤﻔﺎظ ﻋﻠﻰ اﻟﺴﯿﺎﺳﺔ اﻻﺟﺘﻤﺎﻋﯿﺔ اﻟﻤﺮﺗﻜﺰة ﻋﻠﻰ دﻋﻢ أﺳﻌﺎر اﻟﺴﻠﻊ اﻷﺳﺎﺳﯿﺔ. ﺳﻨﻘﻮم ﺑﺘﺤﻠﯿﻞ ﻓﻌﺎﻟﯿﺔ ھﺬه اﻵﻟﯿﺎت اﻟﺘﻨﻈﯿﻤﯿﺔ ﻋﻠﻰ ﻧﺘﺎﺋﺞ ﻗﻄﺎع اﻟﺤﻠﯿﺐ، أي ﻗﺪرﺗﮭﺎ ﻋﻠﻰ اﻻﺳﺘﺠﺎﺑﺔ اﻟﺪاﺋﻤﺔ ﻟﯿﺲ ﻓﻘﻂ ﺗﻠﺒﯿﺔ ﻟﻼﺣﺘﯿﺎﺟﺎت اﻟﻤﺘﻨﺎﻣﯿﺔ ﻟﻠﺴﻮق اﻟﻤﺤﻠﻲ وﻟﻜﻦ أﯾﻀﺎ ﻟﻀﻤﺎن أﺳﻌﺎر ﻣﺴﺘﻘﺮة وﻣﻨﺨﻔﻀﺔ ﻧﺴﺒﯿﺎ............................................................ La forte volatilité des cours mondiaux a fragilisé la politique laitière algérienne, questionnant l’intervention de l’Etat dans la régulation du secteur. Cette intervention se manifeste à tous les niveaux de la filière tant en aides directes, sous forme de primes, que dans la régulation du prix du lait de base industriel, aliment essentiel de la majorité de la population. L’objectif essentiel l’évaluation de politique laitière en Algérie cas de wilaya de Souk Ahras, en maintenant une politique sociale par le soutien du prix du produit de base. Nous analyserons l’efficacité de ces mécanismes de régulation sur les résultats de la filière lait, c’est à dire sur sa capacité à répondre durablement non seulement aux besoins grandissants du marché local, mais aussi à des prix stables et relativement bas.
