Abstract

This study aims to determine the extent to which electronic management is implemented in sports institutions and the degree to which it contributes to enhancing administrative functions from the perspective of employees. The researcher employed a descriptive-analytical approach suitable for studying such phenomena, using a simple random sample of 140 administrative staff members across various youth and sports directorates in the regions of M’sila, Bordj Bou Arréridj, Sétif, Batna, Constantine, Souk Ahras, and Annaba. A questionnaire was used as the primary data collection tool. The findings indicate that sports institutions provide electronic management components at a moderate yet acceptable level. Electronic management significantly contributes to improving administrative functions, with "organization" being the function most enhanced, followed by "control" and "leadership" in second and third place, respectively. "Planning" ranked fourth in terms of improvement. Overall, electronic management greatly enhances administrative functions in sports institutions. The study recommends that sports institutions maximize their use of available technical and human resources to improve various administrative functions. It emphasizes the need to develop communication networks, which are fundamental to electronic operations, by updating the internal network to align with the institution's evolving size and demands and by phasing out paper-based processes. Additionally, establishing an external network to connect with partner organizations, sports associations, and youth clubs would facilitate smoother communication. Finally, better utilization of technical resources is advised to enhance the effectiveness of monitoring processes.
