Abstract

summary: The Solidarity and Guarantee Fund for Local Communities is one of the oldest forms of financing local groups in Algeria. It has known several names since its inception and its latest decree No. 14-116, which replaced the old designation, the Common Fund for Local Communities, as it is considered a public institution of an administrative nature and enjoys a legal personality and financial independence. It consists of: Three structures: the Steering Council, the Technical Committee, and the General Manager, in addition to the administrative departments. It has a fundamental and important role in reviving local and sustainable development, which has captured the attention of the world and has become a basic requirement for meeting the needs of society. The Fund is one of the mechanisms for achieving solidarity and cooperation between municipalities and states by providing subsidies and financial contributions directed to the Management Department, the Equipment and Investment Department, and other financial contributions within the framework of Solidarity supports development programs and aims to eliminate various disparities that affect the advancement of sustainable development. ,,,,,,,,,,,,,,,,,,,,,,,, ملخص: يعد صندوق التضامن والضمان للجماعات المحلية من أقدم الصيغ لتمويل الجماعات المحلية في الجزائر وقد عرف عدة تسميات منذ نشأته وآخر مرسوم له 14-116 الذي حل محل التسمية القديمة الصندوق المشترك للجماعات المحلية إذ يعتبر مؤسسة عمومية ذات طابع إداري ويتمتع بالشخصية المعنوية والإستقلال المالي، ويتكون من ثلاث هياكل وهي مجلس التوجيه واللجنة التقنية والمدير العام بالإضافة إلى الأقسام الإدارية . وله دور أساسي وهام في إنعاش التنمية المحلية والمستدامة التي إستحوذت إهتمام العالم وأصبحت مطلب أساسي لتحقيق حاجيات المجتمع ، ويعد الصندوق آلية من آليات تحقيق التضامن والتعاون بين البلديات والولايات من خلال تقديم إعانات ومساهمات مالية توجه إلى قسم التسيير وقسم التجهيز والإستثمار وغيرها من المساهمات المالية في إطار التضامن ويدعم بارمج التنمية ويهدف للقضاء على مختلف الفوارق التي تؤثر على النهوض بالتنمية المستدامة . ,,,,,,,,,,,,,,,,,,,,,,,,,, résumé: Le Fonds de solidarité et de garantie des collectivités locales est l'une des plus anciennes formes de financement des groupes locaux en Algérie. Il a connu plusieurs appellations depuis sa création et son dernier décret n°14-116, qui a remplacé l'ancienne appellation, le Fonds commun des collectivités locales. Les Collectivités, considérées comme un établissement public à caractère administratif et jouissant de la personnalité juridique et de l'indépendance financière, sont composées de : Trois structures : le Conseil d'Orientation, le Comité Technique et le Directeur Général, en plus des services administratifs. Il joue un rôle fondamental et important dans la relance du développement local et durable, qui a retenu l'attention du monde et est devenu une exigence fondamentale pour répondre aux besoins de la société. Le Fonds est l'un des mécanismes permettant de réaliser la solidarité et la coopération entre les municipalités et États en accordant des subventions et des contributions financières destinées au Département de Gestion, au Département d'Équipement et d'Investissement, et d'autres contributions financières dans le cadre des programmes de Solidarité soutient le développement et vise à éliminer diverses disparités qui affectent l'avancement du développement durable.
