Abstract

The objective of this study is to provide a Theoretical framework on electronic management, to demystify the concept of electronic management and to know the difference between it and the traditional, to know the impact of all the personal variables of the employees on the application of electronic management to know the extent of the application of electronic management on the ground and obstacles to its application. In order to study the subject and the study in its various theoretical and applied aspects, it was based on the analytical descriptive approach, and the historical approach was sometimes relied on when it is necessary to address previous historical points. This study was applied in the second semester of 2017-2018 from January to May 2018. After the theoretical and applied study of the subject of the research, the hypotheses were validated and we reached a set of results. The electronic administration was implemented in the municipality under study. However, the sample of the study agreed on the existence of obstacles to activate the electronic administration in the municipality under study. We have come out with some conclusions and suggestions. Perhaps the most important of which is the establishment of a website for each municipality, in which the administrative documents that are needed by the citizen are included. This necessitates the need to come to the municipality. Laws and regulations that govern the application of electronic administration. ..................................................................... تهدف هذه الدراسة إلى تقديم إطار نظري حول الإلكترونيات الإدارة، لإزالة الغموض عن مفهوم الإدارة الإلكترونية والتعرف على الفرق بينه وبين التقليدي، لمعرفة تأثير جميع المتغيرات الشخصية للموظفين على تطبيق الإدارة الإلكترونية لمعرفة مدى تطبيق الإدارة الإلكترونية على أرض الواقع ومعيقات تطبيقها. في وذلك لدراسة الموضوع والدراسة بمختلف جوانبها النظرية والتطبيقية اعتمد على المنهج الوصفي التحليلي، والمنهج التاريخي يتم الاعتماد عليه أحيانًا عندما يكون من الضروري معالجة النقاط التاريخية السابقة. هذه الدراسة تم تطبيقه في الفصل الدراسي الثاني 2017-2018 من يناير إلى مايو 2018. وبعد الدراسة النظرية والتطبيقية لموضوع البحث تم وضع الفرضيات تم التحقق من صحتها وتوصلنا إلى مجموعة من النتائج. تم تنفيذ الإدارة الإلكترونية في البلدية قيد الدراسة. إلا أن عينة الدراسة اتفقت على وجود معوقات أمام تفعيل الإدارة الإلكترونية في البلدية في ظلها يذاكر. لقد خرجنا ببعض الاستنتاجات والاقتراحات. ربما الأكثر ومن أهمها إنشاء موقع إلكتروني لكل بلدية، يتم فيه يتم تضمين الوثائق الإدارية التي يحتاجها المواطن. وهذا يستلزم ضرورة الحضور إلى البلدية. القوانين واللوائح التي تحكم تطبيق الإدارة الإلكترونية.
