Abstract

Summary: This study analyzes the role of specialized international agencies in the protection of human rights during armed conflicts, within the framework of international humanitarian law and international human rights law. It is based on the hypothesis that these agencies, despite being technical and non-political in nature, play a crucial role in monitoring violations, providing assistance, and developing protection standards. The research is structured around three main axes: 1. The definition and legal characteristics of specialized agencies. 2. Their roles during armed conflicts, with examples such as WHO, FAO, and ILO. 3. Their interaction with other international bodies, such as the Human Rights Council, the Security Council, and NGOs, while highlighting key challenges. The study concludes that these agencies are a key pillar in the international human rights protection system during conflicts, and recommends strengthening their mandates, independence, and coordination with other international actors. ............................. الملخص: تُحلّل هذه الد ا رسة دور الوكالات الدولية المتخصصة في حماية حقوق الإنسان أثناء الن ا زعات المسلحة، في إطار القانون الدولي الإنساني وحقوق الإنسان. وتنطلق من فرضية مفادها أن هذه الوكالات، رغم طابعها الفني وغير السياسي، تؤدي دو اً ر فعّالًا في رصد الانتهاكات، وتقديم المساعدات، وتطوير معايير الحماية . تناول البحث ثلاث محاور رئيسية : 1 . تعريف الوكالات الدولية المتخصصة وخصائصها القانونية . 2 . أدوارها في الن ا زعات المسلحة، مثل جهود منظمة الصحة العالمية، والفاو، ومنظمة العمل الدولية . 3 . علاقاتها التفاعلية مع مجلس حقوق الإنسان، مجلس الأمن، والمنظمات غير الحكومية، مع إب ا رز التحديات التي تواجهها . خلصت الد ا رسة إلى أن هذه الوكالات تُعد عنص اً ر أساسيًا في نظام الحماية الدولية، مع ضرورة تعزيز صلاحياتها واستقلاليتها وتنسيق جهودها مع باقي الفاعلين الدوليين ............................. Résumé : Cette étude analyse le rôle des agences internationales spécialisées dans la protection des droits de l’homme en période de conflits armés, dans le cadre du droit international humanitaire et du droit international des droits de l’homme. Elle part de l’hypothèse que ces agences, bien qu’ayant un caractère technique et apolitique, jouent un rôle essentiel dans le suivi des violations, l’assistance humanitaire et le développement des normes de protection. La recherche s’articule autour de trois axes principaux : 1. Définition et caractéristiques juridiques des agences spécialisées. 2. Leur rôle dans les conflits armés, à travers des exemples comme l’OMS, la FAO et l’OIT. 3. Leur relation avec d’autres instances internationales telles que le Conseil des droits de l’homme, le Conseil de sécurité et les ONG, en mettant en lumière les défis rencontrés. L’étude conclut que ces agences constituent un pilier fondamental du système international de protection des droits de l’homme en temps de conflit, et recommande de renforcer leurs compétences, leur indépendance et leur coopération avec les autres acteurs internationaux.
