Abstract

Abstract: With the aim of establishing a just and fair state, Algeria, like other countries, has focused on strengthening its good governance and transparency, by adopting various national mechanisms and strategies, as well as using various methods that would bring the administration closer to the citizen, such as publishing data and e-government. E-government and its transcendence of traditional government as much as possible, in addition to its focus on the role of technology in this regard, such as the use of artificial intelligence. In addition to combating corruption through various means, the principles of transparency play a crucial role in enabling citizens to monitor the performance of public institutions and hold officials accountable. It also contributes to building mutual trust between the state and the people. Applying the concepts of good governance is essential to achieving rational and effective management of public resources. As well as enhancing political, economic and social stability. The pursuit of enhancing transparency and consolidating the principles of good governance represents a commitment to achieving a more responsible public administration that is more responsive to the needs of citizens, which contributes to achieving comprehensive and sustainable development. ......................... ملخص بهدف إقامة دولة عادلة ونزيهة، قامت دولة الجزائر كغيرها من الدول بالاهتمام بتعزيز حكمها الرشيد وشفافيتها، عبر تبني مختلف الأليات والاستراتيجيات الوطنية، وكذا استخدام مختلف الأساليب التي من شأنها تقريب الإدارة من المواطن كنشر البيانات، والحكومة الإلكترونية وتجاوزها للحكومة التقليدية قدر المستطاع، فضلا عن تركيزها على دور التكنولوجيا بهذا الصدد كاستخدام الذكاء الاصطناعي. فضلا عن قيامها بالتصدي للفساد ومكافحته عبر مختلف الطرق. إذ تلعب مبادئ الشفافية دورا حاسما في تمكين المواطنين من مراقبة أداء المؤسسات العامة ومحاسبة المسؤولين. كما يسهم في بناء ثقة متبادلة بين الدولة والشعب. ويعتبر تطبيق مفاهيم الحكم الراشد ضرورة لتحقيق إدارة رشيدة وفعالة للموارد العامة، فضلا عن تعزيز الاستقرار السياسي والاقتصادي والاجتماعي. حيث أن السعي نحو تعزيز الشفافية وترسيخ مبادئ الحكم الراشد يمثل التزاما بتحقيق إدارة عامة أكثر مسؤولية واستجابة لاحتياجات المواطنين، مما يسهم في تحقيق التنمية الشاملة والمستدامة. ......................... Résumé : Dans le but d’établir un Etat juste et équitable, l’Algérie, comme d’autres pays, s’est attachée à renforcer sa bonne gouvernance et sa transparence, en adoptant divers mécanismes et stratégies nationales, ainsi que l’utilisation de diverses méthodes qui rapprocheraient l’administration du citoyen, telles que la publication de données et l’e-gouvernement. Le gouvernement électronique et sa transcendance autant que possible du gouvernement traditionnel, en plus de son accent sur le rôle de la technologie à cet égard, comme l’utilisation de l’intelligence artificielle. En plus de lutter contre la corruption par divers moyens, les principes de transparence jouent un rôle crucial pour permettre aux citoyens de surveiller la performance des institutions publiques et de tenir les fonctionnaires responsables. Il contribue également à construire une confiance mutuelle entre l’État et le peuple. L’application des concepts de bonne gouvernance est essentielle pour parvenir à une gestion rationnelle et efficace des ressources publiques. Ainsi que renforcer la stabilité politique, économique et sociale.
