Abstract

Abstract: This thesisaddresses the issue of international terrorism, considered one of the mostseriousthreats to global peace and security. The first chapterisdevoted to clarifying the concept of terrorism by examiningitslinguistic and legaldefinitions, and by distinguishingbetween international and domesticterrorism. It furtherhighlights the main characteristics, root causes, and operationalmethods of terroristactivity. The studyalso explores the various motivations and typologies of terrorismbased on perpetrators, objectives, geographical scope, and meansemployed.The second chapterfocuses on analyzing the legal, economic, and social implications arisingfromacts of international terrorism. It examines the constitutive elements of such crimes under international law, and sheds light on the principal mechanisms and strategiesadoptedatboth international and regionallevels to combat terrorism. Particular attention isgiven to the efforts of international organizations, including the United Nations, the Security Council, and INTERPOL. The researchconcludesthat international cooperation and sustainedmultilateral coordination are essential prerequisites for effectivelyaddressingthisevolving and multifacetedphenomenon. .............................. الملخص: تمحورت هذه المذكرة، على موضوع الإرهاب الدولي باعتباره من أخطر التهديدات التي تواجه الأمن والسلم العالميين، ركزت في الفصل الأول على توضيح مفهوم الإرهاب الدولي من خلال استعراض التعريفات اللغوية والاصطلاحية، والتمييز بين الإرهاب الدولي والمحلي، بالإضافة إلى إبراز خصائصه وأهم أسبابه وأساليبه، كما تطرقت إلى دوافع الإرهاب وأشكاله المختلفة من حيث المنفذين والأهداف والنطاق والوسائل المستخدمة، أما في الفصل الثاني، فقد قمت بتحليل الآثار القانونية والاقتصادية والاجتماعية المترتبة على جرائم الإرهاب الدولي، من خلال دراسة أركان هذه الجريمة وفقاً للقانون الدولي، كما سلطت الضوء على أهم الآليات والاستراتيجيات الدولية والإقليمية المعتمدة في مكافحة الإرهاب، مع التركيز على جهود المنظمات الدولية كالأمم المتحدة ومجلس الأمن والشرطة الجنائية الدولية، وخلصت إلى أن التعاون الدولي والتنسيق المستمر يُعدان مفتاحاً أساسياً للتصدي الفعال لهذه الظاهرة المعقدة. ............................. Résumé : La présente recherche traite de la problématique du terrorisme international, considéré comme l’une des menaces les plus graves pesant sur la paix et la sécurité mondiales. Le premier chapitre est consacré à la clarification du concept de terrorisme, à travers l’examen de ses définitions linguistique et juridique, ainsi que la distinction entre terrorisme international et terrorisme interne. Il met également en évidence les principales caractéristiques de cette menace, ses causes profondes et les méthodes opérationnelles déployées dans les actes terroristes. L’étude aborde en outre les diverses motivations et typologies du terrorisme, selon les auteurs, les objectifs visés, la portée géographique et les moyens utilisés.Le second chapitre s’attache à l’analyse des répercussions juridiques, économiques et sociales liées aux actes de terrorisme international. Il examine les éléments constitutifs de ce type de crime à la lumière du droit international, et met en lumière les principaux mécanismes et stratégies adoptés, tant au niveau international que régional, pour lutter contre ce phénomène. Une attention particulière est accordée aux actions des organisations internationales telles que l’Organisation des Nations Unies, le Conseil de sécurité et l’Organisation internationale de police criminelle (INTERPOL). L’étude conclut que la coopération internationale et la coordination multilatérale continue constituent des conditions essentielles pour une riposte efficace à ce phénomène complexe et en constante évolution.
