تطوير الادارة العمومية الجزائرية و تحديات التوجه نحو الادارة الالكترونية دراسة حالة مؤسستي الصندوق الوطني الاجتماعي للعمال الاجراء و التامين الشامل سوق اهراس

Abstract

The study aims to identify the most important challenges facing Algerian public enterprises in their orientation towards electronic management. It also ttempts of identify the level of electronic management application in the two companies, the National Social Security Fund for Workers (CNAS) and the Algerian Insurance Company (CAAT). The study was based on the descriptive approach and used the questionnaire as the main tool for collecting data, which covers hree main dimensions: the constraints of public administration, the opportunities and advantages of electronic management, the challenges encountered by the wo public companies in the process of their orientation towards electronic management. The study concluded three results, the first recognizes the low level of pplication of electronic management in the two companies of the study, the second highlights many advantages and opportunities available for the transition to lectronic management, and the third highlights three categories of challenges encountered by the two companies in their transition to electronic management. ............................................. تهدف الدراسة إلى تحديد أهم التحديات التي تواجهها المؤسساات العمومية الجزائرية في ماار توجهها نحو الإدارة الالكترونية. كما تحاول التعرف على مدى تطبيق الادارة الالكترونية في مؤسساتي الدراسة، الصندوق الوطني للضمان الاجتماعي للعمال الاجراء و الشركة الجزائرية للتأمينات. إعتمدت الدراسة على المنهج الوصفي و استخدمت الاستمارة كأداة رئياية في جمع البيانات وتحليلها و التي تتعلق بثلاث أبعاد رئياية هي قيود الادارة العمومية، فرص و مزايا الادارة الالكترونية، تحديات توجه المؤسساات العمومية نحو الادارة الالكترونية. خلصت الدراسة إلى ثلاث نتائج كبرى، الأولى تقر بالماتوى الضعيف لتطبيق الادارة الالكترونية في مؤسساتي الدراسة، و الثانية تبرز الكثير من المزايا و الفرص المتاحة للانتقال الى الادارة الالكترونية، و أما الثالثة فتبرز ثلاث فئات من التحديات التي تواجهها مؤسساتي الدراسة في انتقالها نحو الادارة الالكترونية. .................................................... L'étude vise à identifier les défis les plus importants auxquels sont confrontées les entreprises publiques algériennes dans leur orientation vers la gestion lectronique. Il tente également d'identifier le niveau de l'application de management électronique dans les deux entreprises d'études, la Caisse nationale de écurité sociale des travailleurs (CNAS) et la Compagnie algérienne d'assurance (CAAT). L'étude s'est appuyée sur l'approche descriptive et a utilisé le uestionnaire comme outil principal de collecte des données, qui portent sur trois dimensions principales : les contraintes de l'administration publique, opportunités et avantages du management électronique, les défis rencontrés par les deux entreprises publiques envoie de leur orientation vers le management électronique. L'étude a conclu trois résultats majeurs, le premier reconnaît le faible niveau d'application du management électronique dans les deux entreprises de l'étude, le second met en évidence de nombreux avantages et opportunités disponibles pour la transition vers le management électronique, et le troisième met en évidence trois catégories de défis rencontrés par les deux entreprises de l'étude dans leur transition vers le management électronique.
