تقييم مناخ الاستثمار وبيئة الأعمال ودورها في إنجاح المشروع المقاولاتي في الجزائر: الآفاق والمعوقات.

Abstract

Investment is a fundamental and strategic tool for economic development in light of the profound transformations and challenges imposed by globalization on the Algerian economy. Investment is also the main concern of successive governments within the framework of their development and investment policies, in relation to reforms concerning entrepreneurial projects. On the other hand, an investment project at the macro or micro level can only be successful and effective in a favorable investment and business climate, as wellas with theappropriate conditions and factors necessary to motivate the investor to overcome the various obstacles that hinder the investment process, particularly for young entrepreneurs. This study aims to evaluate the investment and business climate, and the extent of its impact on entrepreneurial projects in Algeria in light of the economic reforms carried out over the past two decades with a view to transitioning to a market economy. It focuses on the business environment and the assessment of the investment climate from an institutional and legal economic perspective, both internal and external, and its relationship with entrepreneurial projects.

يشكل الاستثمار أداة جوهرية واستراتيجية في تحريك عجلة التنمية الاقتصادية في ظل التحولات العميقة والرهانات التي تفرضها العولمة على الاقتصاد الجزائري، كما أن الاستثمار يشكل الانشغال الرئيسي للحكومات المتتالية في إطار سياساتها التنموية والاستثمارية بما يؤثر على نمو الناتج المحلي. وتحسين مستوى المعيشة للأفراد وخاصة تكوين مناصب الشغل في ظل سياستها لمكافحة البطالة. من جهة أخرى. لا يمكن للمشروع الاستثماري على المستوى الكلي أو الجزئي أن يكون ناجحا وفعالاإلا في ظل مناخ استثماري ومناخ أعمال تتوفر فيه الشروط الملائمة والعوامل اللازمة لتحفيز المستثمر على تجاوز العراقيل المختلفة التي تعيق العملية الاستثمارية. تهدف هذه الدراسة إلى تقييم المناخ الاستثماري ومدى تأثيره على المشروع المقاولاتي في الجزائر في ظل الإصلاحات الاقتصادية منذ مرحلة الاقتصاد المخطط إلى غاية الاصلاحات الاقتصادية المتضمنة الانتقال إلى اقتصاد السوق، وذلك بالتركيز على أهم المفاهيم والنظريات للاستثمار وبيئة الاعمال ذات العالقة بتقييم مناخ الاستثمار من منظور اقتصاديمؤسسي وقانوني، داخلي ثم خارجي على ضوء تقييم بعض المنظمات الدولية للمناخ الاستثماري السائد في الجزائر وعلاقته بالمشروع المقاولاتي. L'investissement constitue un outil fondamental et stratégique pour le développement économique à la lumière des profondes transformations et des enjeux imposés par la mondialisation à l'économie algérienne. L'investissement constitue également la principale préoccupation des gouvernements successifs dans le cadre de leurs politiques de développement et d'investissement, en rapport avec les réformes portant projets d’entreprenariat. D'autre part, un projet d’investissement au niveau macro ou micro ne peut être réussi et efficace que dans un climat d’investissement et d’affaires favorable, ainsi que les conditions et facteurs appropriés nécessaires pour motiver l’investisseur à surmonter les différents obstacles qui entravent le processus d’investissement particulièrement chez les jeunes entrepreneurs. Cette étude vise à évaluer le climat d'investissement et des affaires , et l'étendue de son impact sur le projet entreprenarial en Algérie à la lumière des réformes économiques menèes depuis deux décenniesen vue de la transition vers une économie de marché, en se concentrant sur l'environnement des affaires et à l'évaluation du climat d'investissement dans une perspective économique institutionnelle et juridique, interne puis externe et sa relation avec le projetentrepreneurial.
