دور المؤسسات الصغيرة و المتوسطة في التخفيف من حدة البطالة -دراسة حالة الجزائر

Abstract

Small and medium entreprises are considered an effective development alternative if they are given attention due to their contribution to economic and social development. The Algerian government, like other countries, seeks to develop this sector. This study aims to highlight the extent of the state’s interest in this sector through the various laws and mechanisms it has established to promote it. The reality of these institutions in Algeria through the extent of the development of their population and their contribution to economic and social development and reducing unemployment. In this study, we relied on the descriptive, analytical, and deductive method. Describing the studied phenomenon and analyzing its data through statistical tools represented by tables, curves and relative circles to arrive at results through statistics and bulletins of the Ministry of Industry and Mines. This study showed that small and medium enterprises witnessed a significant increase in their numbers and emphasized their importance in creating job opportunities and contributing to the gross domestic product and added value, but their role in promoting exports did not reach the required level.

تعتبر المشاريع الصغيرة والمتوسطة بديلاً تنموياً فعالاً إذا تم الاهتمام بها نظراً لمساهمتها في التنمية الاقتصادية والاجتماعية. وتسعى الحكومة الجزائرية كغيرها من الدول إلى تطوير هذا القطاع. وتهدف هذه الدراسة إلى إبراز مدى اهتمام الدولة بهذا القطاع من خلال مختلف القوانين والآليات التي وضعتها للنهوض به. وواقع هذه المؤسسات في الجزائر من خلال مدى تطور تعدادها ومساهمتها في التنمية الاقتصادية والاجتماعية والحد من البطالة. واعتمدنا في هذه الدراسة على المنهج الوصفي التحليلي الاستنباطي. وصف الظاهرة المدروسة وتحليل بياناتها من خلال الأدوات الإحصائية المتمثلة في الجداول والمنحنيات والدوائر النسبية للوصول إلى النتائج من خلال الإحصائيات و النشرات لوزارة الصناعة و المناجم. وأظهرت هذه الدراسة أن المنشآت الصغيرة والمتوسطة شهدت زيادة كبيرة في أعدادها وأكدت على أهميتها في خلق فرص العمل والمساهمة في الناتج المحلي الإجمالي والقيمة المضافة ، إلا أن دورها في تعزيز الصادرات لم يصل إلى المستوى المطلوب.

Les petites et moyennes entreprises sont considérées comme une alternative de développement efficace si on leur prête attention en raison de leur contribution au développement économique et social. Le gouvernement algérien, comme d'autres pays, cherche à développer ce secteur. Cette étude vise à mettre en évidence l’ampleur de l’intérêt de l’État pour ce secteur à travers les différentes lois et mécanismes qu’il a mis en place pour le promouvoir. La réalité de ces institutions en Algérie à travers l'ampleur du développement de leur population et leur contribution au développement économique et social et à la réduction du chômage. Dans cette étude, nous nous sommes appuyés sur la méthode descriptive, analytique et déductive. Décrire le phénomène étudié et analyser ses données à travers des outils statistiques représentés par des tableaux, des courbes et des cercles relatifs pour arriver à des résultats à travers les statistiques et les bulletins du Ministère de l'Industrie et des Mines. Cette étude a montré que les petites et moyennes entreprises ont connu une augmentation significative de leur nombre et ont souligné leur importance dans la création d'opportunités d'emploi et leur contribution au produit intérieur brut et à la valeur ajoutée, mais que leur rôle dans la promotion des exportations n'a pas atteint le niveau requis.
