دراسة تقييمية تحليلية لأثر الأزمة الوبائية )كوفيد 19 على السياسة الاقتصادية في الجزائر

Abstract

This study aims to analyze and evaluate the Corona pandemic's effect (Covid 19) on the global economic policy on general, and on the Algerian economic policy on specific. This pandemic has got the world into an economic and health crisis that has took lives and caused huge economic losses, many countries in the world, including Algeria, have lost their economic balance due to it. Therefore, this study, using the descriptive analytical method, attempts to show the extent of the strong impact of the epidemic crisis on the main sections of economic policy, represented in fiscal, monetary and trade policy and the extent to which it obstructs the work of economic policy tools. The study concluded that there is a significant impact on the economic policy of the world's economy, the Arab economy and the Algerian economy, as it changed the features of the policy followed in Algeria, that a trade-off was made to choose the use of some of financial, monetary and commercial policy tools over others, also the effect on government spending, revenues, foreign trade, and some monetary policy variables. This necessitated making the economic policy tools more flexible to confront the crisis, and even considering it as one of the tools used to solve it or mitigate its severity and damage to the Algerian economy. ................................................ تهدف هذه الدراسة إلى تحليل وتقييم أثر جائحة كورونا )كوفيد 19( على السياسة الاقتصادية على الصعيد العالمي بصفة عامة، وعلى صعيد الاقتصاد الجزائري بصفة خاصة، فقد أوقعت هذه الجائحة العالم في أزمة صحية اقتصادية حصدت الأرواح وخلفت خسائر اقتصادية فادحة، وأفقدت العديد من دول العالم ومنها الجزائر توازناتها الاقتصادية، لذلك تحاول هذه الدراسة باستخدام المنهج الوصفي ا ولتحليلي تبيان مدى التأثير القوي للأزمة الوبائية على الأقسام الرئيسية للسياسة الاقتصادية والمتمثلة في السياسة المالية، النقدية والتجارية ومدى عرقلة عمل أدوات السياسة الاقتصادية. وقد تو ص لت الدراسة إلى وجود تأثير كبير على السياسة الاقتصادية في العالم، الاقتصاد العربي والاقتصاد الجزائري، حيث غ ير ت من ملامح السياسة المتبعة في هذا الأخير، وتمت المفاضلة لاختيار استخدام أدوات دون غيرها للسياسة المالية، النقدية والتجارية على غرار التأثير على الانفاق الحكومي، الايرادات، التجارة الخارجية، وبعض متغيرات السياسة النقدية، وهو ما استوجب جعل أدوات السياسة الاقتصادية أكثر مرونة لمواجهة الأزمة، بل واعتبارها من الأدوات المستخدمة في حلها أو التخفيف من حدتها وأضرارها على الاقتصاد الجزائري
