Abstract
The project for the new town Draa Errich – Annaba – is based on a double aim:
Local: decongest the urban areas of the wilaya, long faced with a massive influx
of population due to their attractiveness, itself explained by a level of social equipment
and significant employment.
► National: reduce pressure on the four major cities: Oran, Algiers, Constantine and Annaba and
make them four major metropolises in the Mediterranean basin.

This study addresses a number of risks that were identified based on the study
referential and interviews with some of the executives whose mission is to achieve this
urban project, where a questionnaire was designed to determine the probability of risks and their
impact on each of the project objectives (cost, time, scope, quality) and calculate the criticality or
severity of each risk, in order to develop the qualitative analysis matrix (probability / impact).
This matrix makes it possible to highlight the most important risks among all those which will have been
identified. In the case of this project, the risks identified (44) all having levels of severity
above the tolerance threshold, which requires immediate measures to control them. In
Consequently, the completion of the new town Draa Errich (Annaba) project depends on the implementation
place of an effective risk management system. And this can only be through the adoption of
“Risk Management” approach in carrying out major construction projects “Projects
civil and urban engineering complexes”.
