الآثار الإقتصادية والبيئية لتوظيف نظام إدارة الطاقة الإيزو50001 في المؤسسة الإقتصادية (دراسة تجارب عالمية)

Abstract

This study aimed to highlight the most important economic, energy and environmental impacts resulting from the employment of the energy management system in accordance with the international standard ISO 50001 in international institutions. In its theoretical aspect, the study deals with the nature of energy efficiency, the ISO 50001 energy management system, knowledge of the requirements of the ISO 50001 standard, version 2011, and comparison with the requirements of its new version, version 2018. Let us conclude this theoretical aspect by highlighting the practical side, which examines the reality of implementing a management system. Energy ISO 50001 in the world, the Arab world and Algeria, and a case study of a group of selected international institutions. This study concluded that the use of the ISO 50001 energy management system in the institutions under study achieves several economic and environmental effects represented in reducing energy consumption, decreasing energy costs in significant proportions, which improved energy efficiency and achieved significant savings in it, as well as reducing greenhouse gas emissions, which spared institutions From paying huge sums of money to public authorities in the form of environmental fees. ...................................... هدفت هذه الدراسة إلى إبراز أهم الآثار الإقتصادية والطاقوية والبيئية الناتجة عن توظيف نظام إدارة الطاقة وفقا للمواصفة القياسية العالمية الإيزو 50001 في المؤسسات العالمية. حيث تتطرق الدراسة في جانبها النظري إلى ماهية كل من الكفاءة الطاقوية، نظام إدارة الطاقة الإيزو 50001، ومعرفة متطلبات مواصفة الإيزو50001 نسخة 2011 ومقارنتها مع متطلبات الإصدار الجديد لها نسخة 2018. لنختم هذا الجانب النظري بتسليط الضوء على الجانب التطبيقي الذي يبحث في واقع تطبيق نظام إدارة الطاقة الإيزو 50001 في العالم، الوطن العربي والجزائر، ودراسة حالة مجموعة من المؤسسات العالمية المختارة. وقد خلصت هذه الدراسة إلى أن توظيف نظام إدارة الطاقة الإيزو 50001 في المؤسسات محل الدراسة يحقق عدة آثار إقتصادية وبيئية المتمثلة في تخفيض إستهلاك الطاقة، تراجع تكاليف الطاقة بنسب معتبرة مما حسن من الكفاءة الطاقوية وحقق وفورات مهمة فيها، وكذلك تخفيض إنبعاثات الغازات الدفيئة مما جنب المؤسسات من دفع مبالغ مالية ضخمة للسلطات العمومية على شكل رسوم بيئية. ................................ Cette étude visait à mettre en évidence les impacts économiques, énergétiques et environnementaux les plus importants résultant de l'utilisation du système de management de l'énergie conformément à la norme internationale ISO 50001 dans les institutions internationales. Dans son volet théorique, l'étude porte sur la nature de l'efficacité énergétique, le système de management de l'énergie ISO 50001, la connaissance des exigences de la norme ISO 50001, version 2011, et la comparaison avec les exigences de sa nouvelle version, version 2018. conclure cet aspect théorique en soulignant le côté pratique, qui examine la réalité de la mise en œuvre d'un système de gestion de l'énergie ISO 50001 dans le monde, le monde arabe et l'Algérie, et une étude de cas d'un groupe d'institutions internationales sélectionnées.
