إشكالية إدارة سعر الصرف وآثار انخفاضه على بعض المتغيات الاقتصادية الكلية "دراسة حالة الدينار الجزائري 2000 - 2020

Abstract

Monetary authorities of various countries seek to follow the exchange rate policy in order to maintain economic stability and fight inflation. Algeria is one of the countries that started many important reforms in 1990's, but it couldn't keep its economic stability and acheive economic diversity. Especially since the exchange rate of its currency has continued to rise in the recent period. Therefore, this research aims to present an econometric study with the aim of building an economic measurement model for the impact of exchange rate fluctuations on some macroeconomic variables in Algeria namely: inflation, economic growth, and balance of payments for the period 2000-2020. Using the analytical and descriptive approach, which dealt with the basic concepts of the impact of these fluctuations, It also enhanced the research by using simple linear regression tools (OLS method) to estimate the Standard Model. At the end, we reached through this study a set of results, the most prominent of which was that there is an inverse relationship between the exchange rate and both the balance of payments and economic growth, while there is no causal relationship between the exchange rate and inflation in the Algerian economy. ...................................................... تسعى السلطات النقدية لمختلف الدول إلى إتباع سياسة سعر صرف تهدف إلى المحافظة على الاستقرار الاقتصادي ومحاربة التضخم، و الجزائر من البلدان التي باشرت إصلاحات هامة منذ مطلع التسعينات، إلا أنها لم تتمكن من المحافظة على استقرارها الاقتصادي وتحقيق تنويع اقتصادي، خاصة وأن سعر صرف عملتها استمر في الارتفاع في الفترة الأخيرة، لذلك نهدف من هذا البحث إلى تقديم دراسة اقتصادية قياسية، بهدف بناء نموذج قياس اقتصادي لأثر تقلبات سعر الصرف على بعض المتغيرات الاقتصادية الكلية في الجزائر وهي: التضخم، النمو الاقتصادي وميزان المدفوعات للفترة ) 2000 - 2020 (، وذلك باستخدام المنهج التحليلي والمنهج الوصفي الذي تناول المفاهيم الأساسية لأثر تلك التقلبات، كما عزز البحث باستخدام أدوات الانحدار الخطي البسيط )طريقة OLS ( لتقدير النموذج القياسي، وفي الأخير توصلنا في إطار هذه الدراسة إلى مجموعة من النتائج كان أبرزها أن هناك علاقة عكسية بين سعر الصرف وكل من ميزان المدفوعات والنمو الاقتصادي، في حين لا توجد علاقة سببية بين سعر الصرف والتضخم في الاقتصاد الجزائري.
